Oil FOR THE ROADS
At a late meeting of the San
Joaquin Valley Commercial Associa
tion, 'says "Oil, Copper and Finance,"
lion. II. A. Jastro, chairman of the
Kern County Board of Supervisors,
read an Interesting paper on the mak
ing of roads. Mr. Justro made au ex
ceptionally intelligent presentation of
the subject, as he is well able to do,
having given to It considerable
thoughtful attention. To Mr. Jastro

"In WM my attention was diluted
to thA method by which the town of
Chine was repairing her streets. This
town Is located on a dry, sandy plain
in the northern part of San Bernar

quin Valley. They were sprinkling oil
on their streets. They graded their
streets slightly crowned to the cinter
and were using the first J car about
1000 barrels ot oil per mile on a 0.1
foot wide street. They weie applying
tha oil hot under the De Camp; patent.
Their streets were dustless, nnd the
oil after the first year's sprinkling had
left on top a hard substance very tlml
lar to asphalt. Tbeie streets were
sprinkled the year following, and about
100 lurrels of oil were used per mile,
and the town of Chlno has today
streets if not as elegant ns the asphal
turn pavi-d stieets, for all practical pur
poses they are as good. Theio arc no
ruts or chuckholes In the streets, nnd
they are absolutely duMless. The cost
was J .'.25 per barrel for oil applied on
tha street, and they weio paying from
$l.ir. to $1 23 per barrel for crude oil.

try roads wherever the dlstrlit road

yejr of 190 sprinkled ubout twenty
mile of roadbed at a cost of $2.,0 per
mile, crude oil being worth SI. This
work was done under a continct with
the owner of tke De Camp pntent for
applying oil to roads, and the comfort
and pleasure deilved by those whu
drove over these roads nmply icpald
the outlay. Tbo oil was applied cm

graded and clowned to the center the
effect of oiling were so noticeable that
the cost of sprinkling was mntci tally

contracted with the same parties, pay.

figures are for appljing the oil hot un
der the. Do Camp system, and Include

the other roads wo applied oil cold this

cheaper Soveinl miles of load were
oiled at a cost of $50 to $00 per mile,
using from DO to ISO bands of oil per
mile. Tim disadvantage of 'the latter

nnd consequently before the soil has

are very apt to tlnow oil on Inmates
of vehicles driving on the roads. From
close observation It Is my Judgment
that the first application should bo ap
plied hot, so that the oil will readily
mix with the subsoil, and after the
hard substaneo has been left on top ol
the road, thereafter tho cold nppllcn
tlnu will be JusX as effective, as per
manent and much cheaper. In conclu
sion, I will say that tho only material
offered to apply on loads, to have a
dustlisa road, easy for horses to tra
vel over, and to bo a permanent bene
fit fiom the outlay, Is oil."
