IN NEW INCORPORATION
National Railroad Company of Mexico
To Build and Operate a Road
From Teias to City
of Mexico.
Salt Lake, Utah, March 11. Articles
of Incorporation were filed with the
Secretary of State today of tho Nation
al Itallroad Company of Mexico. Tho
capitalization Is placed at (65,350,000,
and tho object Is stated to be to build
and operate a railroad line from Lare
do. Texas, to the City of Mexico.
Tho articles of Incorporation stato
that In order to reach the City of Mexi
co the company will purchase the San
Luis do la I'az y I'osos Hallway Com
pany's line from near Dolores Hidalgo
to San Luis dc la I'az, and an uncon
structcd line from San Luis de la I'az
to I'osos and from Dolores Hidalgo to
Guanajuato, nil In the State of Guana
juato, Mexico.
It la also stated that the company
will also buy tho Mexican National
Railroad Company's properties, includ
ing Its main line, known as the Inter
national, extending from New Laredo,
State of TamullpcB, Mexico, to the
City of Mexico, together with a num
ber of branch lines. The International
is 840 miles In length and the total
length of the new company, Including
branches, will be about 1600 miles.
It Is also stated that the company
was Incorporated In Utah for the rea
son that the laws of this State arc moro
favorable to the enterprise than the
laws of many other States. The ori
ginal articles of incorporation of tho
National Itallroad Company were filed
here on February 24, but the fact has
cot been given out until today. The
articles filed today aro an amendment
to the original articles, which fixed tho
tapltal at $200,000. Among railway
officials In this city it is believed thatj
the new company la backed by tho
Harrlman Interests.
Treasury Stops
Purchasing Bonds
Washington, March 14. Tho Secre
tary of tho Treasury has announced
that he will discontinue for the pres
ent tho purchase of United Stato
bonds of the 5 per cent loan of 1901,
the 4 per cent funded loan of 1907, tho
3 per cent loan of 1908-1918 and tho 4
per cent loan of 1925, such discon
tinuance to take effect at the close oi
business tomorrow,
Tho Secretary belioves tho price ol
bonds Is undesirably high and that
tho effect of the Oovernment being per
manently In tho market stimulates and
helps to maintain this price, to tho
prejudice of national bank circulation,
Banks are said to be retiring circula
tion as rapidly as possible, presumably
for tho purposo of selling the bonds
now on deposit at present prices, or for
the purposo of using tbcm with the
treasury as security for Government
deposits. In making Government dc
pbslts (he Secretary Is disposed to dis
criminate in favor of such banks an
maintain their circulation and by
these two methods he hopes to over
come tho tendency to retlro bank circulation.

any ports or cities .

passage of a considerable number ol
unobjected bills today the Senate re
sumed consideration of the ship sub
sidy measure. Ilerry of Arkansas, a
member of the Commerce Committee,
which reported the bill, made a Ugor
ous argument in opposition to it.
Hanna replied to some of the points
made by Ilerry and a brief rolloiuy
ensued, participated In by Hanna, Iler
ry, Spooncr and Clay.
"To say," declared Hanna. with some
warmth, "that tho Senators on this
side of the chamber who are favoring
this measure arc thereby fostering a
power to build up a monopoly or to fa
vor any syndicate Is unfair. If a news
paper report Is to be taken an proof in
sustain tho statements that have been
made It Is hardly worthy of considera
tion. Not ono ton of theso foreign
built vessels. If purchased by Ameri
cans, could be admitted to American
register or receive any benefit under

of thoso Islands ocr the sale owing
to their belief that it will mean univer
sal suffrage and office-holding. There
nre fears of Insurrection and serious
trouble, according to these reports, If
tho treaty Is defeated.
The treaty providing for the sale of
tho Danish West Indies to Iho United
States came up for tho first time in
open session In the Folkethlng today.
The Premier and Foreign Minister,
Dr. Dcuntzcr, replying to several
speakers, said Denmark acted In tho
best Interests of the Islanders In ne
gotiating the treaty. Denmark, In fact,
was merely rcceMng compensation
for her obligations In connection with
tho Islands. The United States had
acted In the best faith and friendli
ness throughout the negotiations. The
Minister felt sure the great republic
could and would glvo tho Islanders a
better position In the world than thoy
had enjoyed before.

Captain Moaner of the steamer Kc

terday morning, says that a heavy
storm prevailed all over the Garden
Isle when his boat left.
The Walmea river, according to Cap
tain Mother, rose to sn unusually high
point In a very short time. Consider
able damage Is said to have been done.
A cloudburst Is supposed to havo caus
cd the sudden rise.
