Washington, April 22. Senator Haw-
i ley, chaliman of the Senate Commltteo
'on Military Affairs, today Introduced
a bill to "increase the ellkloncy of the
Army." The most important section of
the bill Is the following:
I "Subject to the command of the Pres
ident nnd general direction of the Sec-
I rctniy of War, the Lleutmant General
shall exercise general command over
j the military forces of the United States,
shall Issue 'Army orders' and direct In
spections of tho troops. He shall be
charged with the Instruction, training,
discipline and distribution of the Army
with the preparation and maintenance
of detailed plans for the mobilization
of tho military forces, witli the prep
aration and maintenance of schemes of
offensive and defensive operations, and
with collecting and compiling military
information. It will be his duty to
sec that the Army is at all times suit
ably and amply supplied nnd equipped,
and that the munitions of war ate of
the best material and of suitable char
acter. Ho will recommend sultabln
persons for promotions and for mili
tary honois and rowards. Ho will be
I assisted in his duties by and his orders
wilt he conveyed nnd executed through
