Hoot's Justification of the methods pur

I General Bell In Batangas Is rather sur
prising to many of the Republican
members of Congresu. Tbc.queslldn hns
naturally arisen why an order Jiy ca
blo for the court-martial of Smith
should hac been sent by tlio Secretary
of War If be approtert the retaliation
'methods employed, ft Is well uniler-
btood that the order for the court-mar-I

In some quarters the disposition is to
believe that the Secretary of War Is so
dissatisfied with the course of ecnts

that he. would hardly rare to remain at
the head of the department If Congress
should refuse to indorse Ihs approval
