The auditing department pointed out to the Captain that he was allowed $195.19 per month less with which to pay salaries under ' the eighteen months' appioprlallon bill. The six months' bill provided remuneration foi S bandsmen in the sum of 77.S60.9U or at the rate of $1,310.00 per month. The eighteen months' bill provided re munerations for 27 bandsmen In the amount of $20,067.00, or at the rate of S1.1H83 per month. This change In the appropriation means a straight re. ductlon of $7.23 per month per inau if the Captain has 27 men, or a reduc tion of $7.50 per man if he has 26: ho Is bound, though, to 27 men, as the appropriation reads "salaries ot 117 bandsmen.
