New York City has not been balked
in the construction of public baths and
playgrounds by Its cosmopolitan popu
lation. Indeed the character of the
population more than anything els
lias forced this line of public work.
The cosmopolitan population needs
the attention. There Is no cause to
worry over the fellow who owns a
