FORAKER FAVORS
(Continued from Page 1.)
Parllmcntarlan an assignment ot tho
Mil to tho Commlttco on Territories.
A number of members had expressed
the opinion that because tho bill con
cerned revenues, It would bo assigned
to the Ways nnd .Means Committee;
and ns that committed has not shown
Itself friendly to Hawaii in tho sugar
hearings of the past week, .It Bccmed
ery dralrahlo that tbey should not
have the opportunity ot killing this bill
In committee.
As Congress will adjourn for tho hol
idays on Thursday, llttlo commlttco
work can be done before that time.
Tho Statehood bill has the right ot
way In tho Territories Committee, and
thero are also two Important Alaskan
railway bills before that Committee
which wcro under consideration when
the 68th' Congress adjourned.
On consultation with Chairman Ham
ilton he thought that our measure could
be heard about January ICth.
Better Than Attorneys,
In regard to tho cabled Inquiries
from tho Chamber of Commerce, and
SIcrchants' Association, J, havo hesi
tated to advise In regard to a delega
tion coming forward until I could de
termine whether tho chief fight would
como In tho committee hearing, or on
tho consideration ot tho measure In the
House. There may be an Interval of
one or two months between thoso two
stages of tho bill's progress and busi
ness men tould not bo expected to
spend that amount ot tlmo hero.
For tho nurioR0 ot urging a meas
ure of this sort. I feel that the most
effective delegation would bo thrco or
tour representative business men.
With many Congressmen the argu
ments of such business men have great
er weight than those ot an attorney.
lor this reason railroad companies
tend their officers rather than thejr at
torneys to appear before Congres
sional committees.
As soon ns It becomes apparent at
what time a delegation can best aid In
this measure, I will cable for them to
como forward.
Lighthouse BUI,
During (lie week I secured from Col.

Force Philippine Bill.
Extended arguments havo boon made
during the week) on tho Philippine
tariff bill before tho ways and eSIanc
Committee. The beet and cane sugar
men have made a strong fight, their
nier presentation being by Sir. Hath
away, who Bpcnt tho entire summer In
the Philippines gathering facta for use
by the beet sugar producers.
His exhaustive, analysts, and ability
to meet tho otatcmenta of Philippine
oruc a s showed conclusively the lm
portnnco and' necessity ot having bic1i
first hand Information available In a
Tight of this sort.
Mr. Hatch was heard briefly on Wedi
nesday, but the committeo showed no
great anxiety to hear Hawaii's state
ment of tho case. The bill Is appar
ently to bo forced through the House,
and hope, for Its modification must rest
with the Senate
The contest against my scat In tho
C9th Congress has been assigned to

be heard about tho middle ot January.
Committee Assignments.
Thp committeo assignments for, the
tOth Congresi were given out on tho
Hth. I hao been given places on thrco

Tho Committee on Territories has
