well aroused ns to the lamentnblc cundltlun of our schools, caused by
tho governing authorities of this Territory It would be well If wc
could fix the responsibility before the election of tho next Legisla
ture The crippled financial condition of the department Is owing, In
the first place, to the unwlso and Inconsiderate cut made In the spec

question, rests upon Governor Carter.
That session of the Legislature was, strange lo say, simply n

It changed no figures. Ho slashed off against the protest of tho
Superintendent of Schools at that time, an amount of the appropria
tions for schools the previous regular session of the legislature had
made, until It wns Impossible to carry on the school department with
efficiency Tho salaries of the leathers, pitiful enough bifore, had to
be cut twenty per cent, and this began three months before the end
of the school year, thus violating the sacred law of contract
Tho Governor did this, however, as ho said at the time, merely as
n temporary expedient, regretting the necessity for bo doing, nnd
