Harlan Is credited with having an
extensive law practice In Chicago He
gave It up In Januury, 1901, to become
Attorney-Qencral of Porto Klco, which
place he held until the summer oi me
following year, when he resigned. For
mer, Senator Pcttlgrow, of South Dako
ta, held up tho confirmation of Harlan's
appointment to this ofllco for five days
Pettlgrew openly charged the Admin
istration with giving Harlan the ap
pointment In order to Influence Justice
Harlan's voto In the Supreme court,
which had then before It most Import
ant Porto Itlcan legislation.
The appolutmcnt of a bon of Justice
