prospective Irado und posslblo develop
ment ot tho bland of Hawaii, amply
warrant the expenditure necessary to
construct a breakwater to protect Hllu
harbor from the ocean swell.

creation of a safe, smooth harbor at
Hlto will havo u stimulating effect up
on tho commcrro of that port and tho
development of tho Island of Hawaii.
