20th Day Forenoon Session.
The Hnuso this morning by unaulm
ous voto pasted two acts over the Gov
ernor's veto. Tho veto was unstained
nn u third measure which the Gov
ernor had refused to sign, but by a
margin of only one vote.
In reference to Senate. Bill 4, provid
ing for fire departments In outside dis
tricts, llawllns stated that he was un
ublo to ugreo with the Governor iu the
Executive's reasons for musing to
sign tho bill. "We're not out on a
fishing excursion, looking for law
suits. The counties do not want to ac
quire nny Government property for
the ptposo of selling or trading it
off."
Qnlnn moved that tho House over
ride tho Governor's veto. Tho motion
tarried on roll call without a dissent
ing vote. Most of tho Representatives
us they answered "aye" smiled glee
fully nnd looked as If they enjoycu it.
Tho second vetoed bill to come up
was that relating to tho rights ot mar
ried women. Tho Governor had In
dicated In his message of refusal to
i.ign the hill that, although Its pro
visions In general were good, It went
too far and was liable to incrcaso lit
igation between husband and wife.
This bill caused much discussion.
Itlce moved to over-ride, stating that
lie did not think the Governor's argu
ments against It were good. Conea
made two or tliren -excited speeches lit
favor of sustaining tho Governor's
veto, stating that ho thought married
women have enough rights now.
There was at first an evident Inten
tion on tho part of tho Houso of over
riding tho veto, but Knlclopu mado u
rather' lengthy speech In which he stat
ed that ho had Intended to voto to
over-ride the oto, but since tho
speech-making began ho hud become so
muddled thnt ho didn't know what ho
thought. Others appeared to have be
come equally contused by the fog of
wolds, fin mnny of tho "nyes" and
"noeB" on the vole wcro fnlnt nnd
doubtful. The flmil vote was 17 In 10
on tho motion to over-ride, one less
than the required two-thirds majority.
Theio was pructlcully no discussion
