Skction 1. Section 2!150 of the llcvised Laws of Hawaii is
hereby aineiuiod'so as to road as follows:
"Section 2:150. How Ciiaxokd. Jt shall not Ikj lawful to
change any name adopted or conferred under this Chapter,
except upon a decree of the Governor, which decree shall by
founded upon the petition of the person desirous of changing
his or her name and shall Iu published for at least four cousec
utieo weeks in some newspaper of general circulation in tho
Territory of Hawaii in such decreb mentioned. Provided, how
ever, that nothing in this chapter contained shall prevent any
court or judge of competent jurisdiction from cnilxidying in n
decree of adoption a provision for change: of naino of tho per
son adopted, or from embodying m a decree of divorce a provi
sion that a married woman may upon such divorce resume thu
UMi of her maiden name. In all eases of change of inline,
whether by judicial decree as aforesaid or by decree of tho
Governor, such decree or a certified copy thereof shall bo
recorded in the ollico of tho Itegistrar of Conveyances of said
Territory. All changes of name made by decree of any Gov
ernor of said Territory, or by the President of the Kcpuhlic
of Hawaii, or by the President of tljo Provisional Government
of linwaii, or any King or Queen of the Hawaiian Jslaud, arc
hereby ratified nnd confirmed."

Hawaii is hereby amended so as lo read as follows:
"Section I22.'l, Properly used in certain industries. For
the five years from Deceiulier .'II. 1007, all properly, real and
personal, olely and actually uod in the cultivation and pro
duction of sisal fibre, calor oil, copra, vanilla extract, Ha
waiian starch, pineapples, arrowioot and uianioca starch
(ICiisawa), shall Ih exempt from property taxes thercoif; pro
vided, however, that such exemption hall not apply to any
land in excess of forty acres so used by any one person, firm
or corporation in tho ciillivatiou and production of pineapples,"

date of its approval.

WifKUKAs. Mr. L. K. Pinkham, President of tho Hoard of
Health of the Territory of Hawaii, has reported to said Hoard
that a large portion of the Wnikiki District in Honolulu is
"deleterious to public health, is low, covered, or partly covered
with water, is not drained at all, and is in an unsanitary und
dangerous condition," and

of the Territory of Hawaii (hat some action should lu taken
for the purpose of investigating the condition of said Waikiki
District and devising some method hy which the same may ho
reclaimed and rendered sanitary;

House of Representatives of (he Territory of Hawaii that a
Commission of three competent persons shall 1k appointed by
the Governor to he known as "Tho Waikiki Reclamation Com
mission.'' The Commission so appointed shall have the power
to enter upon all premises within the Waikiki District which
in tho opinion of the Hoard of Health are in tho condition
ilcxci'ibcd in Section 102.1 of tho Revised Laws of Hawaii, for
the purpose of milking surveys and doing such other work as
may Ih necessary to determine the liost method to he used in
reclaiming said lauds and placing them in a sanitary condi
tion; said Commission shall have the power to establish tho
location of streets, roads, bridges, drainage canali, ditches, and
other conduits for water and tix tho grades thereof; said Coin
mission with tho approval of tho Superintendent, of Public
Works of the Territory of Hawaii shall file a map in the ollico
of the Itegistrar of Conveyances showing tho location of said
streets, roads, bridges, drainage canals, ditches, and other con
duits for water and the grades fixed for the same; said nuip
shall constitute a notice to all property holders affected thereby
that the proposed improvement and reclamation of the lands
designated on said map are to bo undertaken as thereon delin
eated; said Commission shall receive such assistance as may
be rendered, consistent with other duties, hy employees of tho
Department of the Superintendent of Public Works and tho
Surveyor of the Territory; said Comiiiixsion shall make n
