New York, Jan. 15. The unprece
dented In crease in vagrants In New
York has caused congestion at tho
City Workhouso on Dlackwell's Island
and every effort possible Is being
made to relievo tho overcrowding by
transferring prisoners sentenced to
long terms In tho penitentiary to tho
Raymond-street Jail In Brooklyn.
There nro today moro than 700 women
and moro than 900 men lu the work
house, most of them serving terms for
Thousands out ot work and among
strangers, looking for work because of
tho closing down of factories In near
by cities, havo Increased tho number
of vagrants far boyond the usual num
ber even In winter, nnd with tho ad
cnt ot a really cold spell all tho city
Institutions will bo crowded to over
flowing. Tho difficulty In securing work In
New York just now has affected thou
bands ot men and women who by no
moans belong to tho tramp class but
who have been forced Into tho Btrceto
because, ot lack of work.
A meeting is called for Tuesday
cvonlng at 7:30 o'clock ot the resi
dents ot Ltllba street and vicinity to
hear the report of the committee, last
appointed, to take action against the
proposed change in the service ot tho
Rapid Transit Co. 'a cars on that
