Over two hours wcro spent last

their regular meeting In n futllo at

County supplies wcro recoiled, nnd
this was really the most Important
development of tho evening. Tho
bids were nil road In minutest de
tail, hut nobody listened, and tho
work of deciding the lowest bidders
wns passed over to County Clerk Kb
lauokulanl. And thereby hangs a
taio. .
When tho long, tedious reading of
tho tenders hnil been finished, and It
was tlma for tho Hoard to' discuss
nnd decide them, somo of tho mem
bers thought It would take too long
a time, and suggested giving the
work over to tho County Clerk, who
could notify the lowest bidders. This,
however, n roused u big kick from
Archer, who said that tho contract
need not go to tho lowest bidder. He
said n man might bid $2000 on a
$5000 schoolhouso Job, but ho
shouldn't get tho contract. Never
theless, llustaco wanted to dispose
of tho matter so that It would not
occupy tho time of the Hoard, he
bald. Again Archer broke out.
"Well, what did the people elect
ou for?" ho demanded. "Were you
not put hero to do your very best for
tho good of tho people?"
"Yes, and I think, Mr. Archer, that
I have dono pretty well for thorn,
too," came back from Hustacc. "I
would llko to do more," he added.

matter."
Tho report was adopted, as It wns
understood that Mr. Lako had made
amends by apologizing.
Several bills from tho pollco de
partment which wcro held up wcro
ordered paid last night, as County
Attorney Cathcart ronderca an opin
ion to tho effect that they wcro le
gally incurred.
Police Needs
An estimate nf needs for tho
month of February waB presented by
Sheriff lauken, and ho explained tho
reason for asking for moto money
by tho following:
"I beg to submit hcrowlth the es
timated requirements of tho pollco
dopattmont for tho month ending
February 29th, 1S08.
"Tho requisition Is based on the
recommendations mado to tho Hoard
In my last annual icport, which pro
vide for tho addition or two men to
tho mounted police, nnd a small In
crease, of $50 in tho appropriation for
material and supplies.
"This Increase, In tho requirements
of tho scrvlco Is mado ncceswary by
tho largo amount of criminal busi
ness, and tho special efforts boing
Hindu to suppress tho illicit ,sales of
Uquor. Tho raids on tho to-called
'blind pigs' aio nlwujs attended by
n lot of expenso In tho way of ovl
denco and Informer's fees, and as It
is tho purposo of tho department to
keep up this crusade against 'blind
pigs' nnd 'swlpo Joints,' It will bo
necessary to Increase, tho Incidental
allowance, so that tho work can ho
carried on effectively. Kitty dollaiu
a month Is not any too much.
"The occasional presence of an of
ficer of the law at somo of tho out
lying residential portions of Hono
lulu which are never visited by the
pollco, such ns l'aclflo Heights, Tan
talus, upper Nuuunu valley, I'alolo
and Knlmukl, will bo appreciated, I
think, by many of tho residents of
those localities. Tills has been Im
practicable, howovor, by reason of
tho small force of mounted patrol
men at the scrvlco of tho department.
To meet this requirement, provision
Is mado In tho pay roll for tho addi
tion of two officers to the mounted
constabulary, Increasing tho forco
from six to eight.
"I would nlso call the intention of
the Hoard to tho unpaid hills, special
lcfcienco to which was made in tho
last annual report. The claims
amount to J551.2C and provision
should ho mado to have- them set
tled, not out of tho department's fu
ture allowances, but by a special ap
propriation from tho general fund."
Hustace took this occasion to Im
press forcibly on the Hoard that in
the fututo there should be no hack
bills everything should bo paid

month's estimates in tho future. A
lot of discussion took place here be

wanted to make it $100 for tho

men to the force, and though cvery
ono appeared shocked and astound
ed at such audacity, the request was
granted.
The estimates, the grand total
amounting to $10,205 from tho gen
eral fund and $2000 fiom tho road
tax fund, wero passed.
