actual practlco tho effective nnd
thoroughgoing enforcement of tho
Presidents Instructions in this con
nection has only dated from tho
adoption of the rulo In Juno last,
which gave tho Civil Service Com
mission tho right to Investigate and
report on charges of Improper politi
cal activity on tho part of thoso In
the rompctltUo classified service. For
this reason tho Commission has horo
tofoio been lenient In recommending
punishments, lint n sufficient tlmo
has now elapsed for us to assume, that
tlio, Civil Service Itules nro under
stood throughout tho service, nnd wo
