Commissioner Pratt Gives
His Views On

Tucker, during tho morning session,
when called upon to mako some sug
gestion or statement as to his views
on land matters, said that tho reason
It was so hard to get settlers hero
from tho mainland was because the
price of land was too high. In ex
planation of this Mr. Pratt answered
yesterday afternoon that tho reason
Is that there, is no short-crop season
He said that, In tho States, shoit
crops could bo taken on during tho
first senson and nu Income could
therefore bo derived, hut here, tho
only crops being pineapple and cane,
it is almost two years before the first
crop can bo realized.
Mr. I'rntt said that If It worn pos
sible to raise Sea Island cotton mid
three crops of tobacco during tho first
two years that would bo doing well.

Chairman Lewis suggested that n

visit nil the land of the Territory,
study its soil and conditions, and
then classify It. Mr. Pratt showed
that this system was already in
vogue. Then with regard to tho ar
gument of V. O. Smith In tho morn
ing scbslon, Mr. Pratt said that tho
resldcnco clause, was the whole thing
in homestending lands. It tho rcsl
deuce clause wcro short. It would bo
that much easier for the speculator,
while, to the bonn fide homesteader,
It made no difference whether it took
him ten or twenty years to prove up.
Mr. Pratt approved of tho Governor's
10-year agreement. He suggested
forty to fifty acres for an area for
homestending cane land and thirty to
thlrty-flvo acres for pineapple land.
