In relntion to government aid to roll

and the Legislature authorizes it.'
When the power was given to the
Philippine Government to lend Its aid
to the "construction of railroads for
tho development of that country It
was looked on as an excellent thing, n
progressive move, The amendment
ns drafted by tho Oovernor simply
gives to this Territory the power that
was given to the Philippine Govern
ment. The Territory 'does not need to
oxorcUo tho power, unless It wants to.
The Legislature Is the Judge In that
"So that everybody may know Just
what tho amendment in, this matter is,
