Unfortunately, the Navy Depart
ment concluded, from the unanimous
action of Congress laBt yenr, that
they could get almost anything they
wanted for Pearl Harbor merely by
asking for It. Accordingly, Instead
of sending an estimate for the addi
tional million dollars needed, they
sent n request for an Increase of Jl.
000.000. The result was that Chair
man Halo refused to nccept such an
amendment to tho bill, and Senator
Perkins refused to offer It,
Realizing the Importance of secur
ing this Increase It possible, we ap
pealed In turn to Senators Hint, Hal
linger, and Lodge to offer the amend
ment; they all declined t undertake
It, for Senator Hale's word Is law (in
tho Naval lllll In the Senate; and In
the faco of the strung attack being
made on his bill, he feared to advance
co large an Inciease as to nearly dou
ble the price of the dock.
Senntor Lodge took me to Chair
man Hale and we discussed the mat
ter at some length'. When we found

ed to make an appeal direct to the

to the Navy Department that a con
