Territorial expenses can be kept
within the Territorial revenue.
The Counties can assume more du
ties from the Territory, and with a
share of the present Territorial rev
enues do the work and save money.
This is outlined in a tentative
scheme submitted to the Ways and
Means Committee of the Senate, and
now being discussed among the Leg
islators. The basis of this scheme is the
Governor's estimates and the estima
ted revenues. It will call for the
consolidation of many Territorial of
fices, a reduction of the Territorial
clerical forces, a transfer of the wa
ter works to the counties, and the
only department whose expenses will
be placed above the estimate given
by the Governor is the Department
of Education and especially the teach
ers' salaries.
It will be noted that there is much

pense, some eight hundred thousand
dollars of expense being transferred
to the Counties. But this is more
than balanced bv turning over to
the Counties over nine hundred thou
sand dollars of the income now col
lected and expended by the Territory.
This then gives the Counties a good
margin to co on, and so far as the
Territory is concerned the lan
leaves it with, something like a two-hundred-thousand-dollar
balance to
be applied to the public debt. These
estimates of income' and expenditure
do not include the Government func
tions that will be taken over under
the anoropnations from the Immi
gration and Conservation funds.
The tables following will undoubt
edly be the basis of the financial pol
icy to be adopted by the House and
the Ways and Means Committee of
the Senate:
