Section 3. Evory person riding,
driving, prlipclllng or in charge of
nny vehicle, upon, meeting nnx ojher

occasions when It Is practicable so

Section It. No person riding,

Section 12. No person riding,

npply in case of emergency or when
such stop Is inndo for the purposo of

Section 13. No person riding,
driving, proVelllng, or In chargo of
any vehicle upon nny street, shall
allow such vehicle to remain backed
up to tho curb except when such
vehicle Is being nctually loaded or
unloaded, except ns hereinafter pro
vided. Section II. Every person riding,
driving, propelling, or in charge of
any vehicle In moving on n streot

Section 15. Tho officers and fire

or uutomoblle, gong, bell or horn

Section SO. It shall he unlawful
for nny person operating vehicles

ing on grades exceeding 6 per cent
with only the brakes net, except
when the front or, rear wheels of
such vehicle shnll havo been thrown

Section 21. It shnll be unlawful
for any person wilfully to stop, drive,
or propel nny vehlclo along or cross
nny street railway or over railway
tracks In such n rsnnncr as to un
necessarily hinder, delay or obstruct
tho movement of nny enr traveling
upon such track; provided, however,
that vehicles of tho Fire and Pollco
Departments nnd hospital ambu
lances shall have tho right ot way
when lu servlco or responding to
cnlls.
Section 22. It shall bo unlawful
for any person riding nny blcyclo
upon any street to carry while so
riding any child, nnlmal, article,
package or parcel of whatsoever
nature exceeding five pounds In
weight.
Section 23. It shall be unlawful
for any person operating any vehl
clo upon tho streets to claim right
of way when traveling on street
railway tracks In tho samo direction
as street cars usually travel upon
said tracks; It being tho Intention
of this section to limit tho right of
way on such tracks to Btrcet rail
way cars only.
Section 24. It Bhall be unlawful
for any person to, In nny manner,
cntch on, hold ' or otherwise attach
himself, or nny vehlclo or object to
any moving vehicle, unless given
permission so to do by tho operator
bf said moving vehicle. It shall be
unlawful for any child under" the
age of fourteen years to Jump on or
olt nny streot car or railroad car
while tho, same Is In motion.
Section 2C. It shall bo unlawful

Section 20, It shall bo unlawful
for a'ny porspu oporatlng a self
propelled vehicle upon tho streets, to
permit tho motors of samo to opor-
nto In such a manner ns to visibly
emit .an unduly great amount of
steam, smoke, products of combus
tion from exhaust pipes or other
pipes or openings,
Section 27. It shall be unlawful
for nny person,, operating a self
propelled vch'lcq upon tho streets
to permit the ,pjpci ''mufflers" or
other devices, to emit tub sounds of
exhaust in a, loud; and nnnoylng man
ner; It being 'tho nlntlon of this
section to compel, the operatjon of

Section 28. It shall ho unlawful
for any porson to drlvo upon tho
streets any unduly dangerous or par
tially "broken" animal or to yso the
said streets for tho purpose of
"breaking" animals, It being the in
tention of this section to doflne the
wqrds "broken" and "breaking" to
tho act ot accustoming nnlmals to
saddle and harness for tho purpose
of subjection,

for nny person to ride, drive, propel,
or operate nny vehicle or vohlclcs
upon tho streets at a rato of speed
grater than Is reasonablo and, pro

and only temporarily within this
Territory, provided the owner's
thoreof havo compiled with any law
requiring tho registration ot owners
of motor vohlclos .In force In the
Stute, Torrltory or Federal district
of their residence, nnd tho registra
tion, number showing tho Initial of
such 8tate, Territory or Fed oral dis
trict shall bo displayed on such vehi
cle substantially as provided In Sec
lion 36.

Section 3 1. Registration. The
Sheriff, upon receipt ot each' such

Section 35. Certificate of Regis
tration. The Sheriff shall, imme
diately upon rreglstratlon of a motor.

Section 3. Identification of Car.
The owner of each motor car so
registered shall, before such car shall
bo permitted to be operated upon
any street, display and keep display
ed upon the rear part ot said car, In
such position that It can at all times
be plainly seen, the registration
number of said car, given to It by
the Sheriff, under the terms ot this
Ordinance.

feurs. The ilonrii of Supervisors
shall from time to time appoint 'a
person who shall be n competent mo
tor car operator and have a fair
knowledge of steam, electric and
gasoline motor cars) and who shall
be known as the "Examiner of
Chauffeurs," to examine Into Ihe
qualifications' and, fitness of any per
son' who may desire to secure a
chauffeur's 'certificate,,- to operate a
motor car.
Section 38. No motor car shall
be operate on any street by any
person, unless such person shall have
first received a chauffeur's, certificate
certifying that he or, she Is com
petent to pperate a, motor car pro-.
polled by tho kind, ot power used on
such, motor car except tho typo, or
class of car spcciQed In lhf chauf
feur s certificate held by such person,
and obtained upon the terms and In
accordance 'with the' requirements of
this Ordinance.
Provided, however, that this sec
tion shall not apply to any person
who Is learning to operate a motor,
car, while accompanied in tho same
motor car by tho Examiner ot Chauf
feurs, or "by a person .holding ft
chauffeur's certificate Issued under
this Ordinance who Is acting as a
teacher ot such person so learning
to operate such, car,, at a point out
side of he speed limit area In this
Ordinance described. '
Section 39. Every person who
shall desire a Chauffeur's Certificate
shall . apply to .the Examiner of
Chauffeurs on a blank to be provided
by tho Sheriff for that p'urpose, for

occupation and local address of the
applicant;, the experience of the ap

1. Steam1 Motor Cars. Applicants
who desire to operate Blcam motor
cats must be familiar with tho class
of boiler used and its construction,
the pressure to which It has been
tested; the pressure which should
not be exceeded;, with what safety
devices and Indicating devices the
samo Is, equipped. They must be.
also familiar with the handling of
gasoline, Its uses nnd dangets, and
with the method of getting up steam
and starting the motor car, as well
as with all methods of keeping the
same clean nnd In good repair, In
and out of use.
2. Oasollno Motor Cars. Appli
cants who dcslie to operate gasoline
motor cars must bo familiar with
the engines nnd must answer nil
questions as to their capacity, tho
method of connecting tho engine to
the transmission gear, and how dif
ferent speeds are obtained; they
must be nlco familiar with all meth
ods covering the reversal of tho ma
chines, the connection ot levers, the
handling ot gasoline, the method ot
operating and enro of the sparking
device, and all methods ot keeping
the machine clean and in running
ordor.
3. Electric Motor Cars. Appli
cants who desire to operate electric
motor cars must be familiar with the
use ot the controller and tho revers
ing switch nnd brakes and their
location on machine; must know the

1 Section 43. Character of Certlll
cates. A Chauffeur's Certificate
shall Im signed by tho Examiner of
Chauffeurs and shnll certify that
the person named therein has been
examined by the Examlneiof Chauf
feurs and fbund competent (1) to
operate a motor car propelled by
steam power, or (2) to operate a
motor car propelled by clc'ctrlclty.
Or (3) to operate a motor car pro
pelled by gasoline or other power of
a similar character, or (4) that such
chauffeur Is competent to operate
motor cars of types propelled by two
or more of tho said enumerated
kinds of power. AH persons to whom
such' certificates shall have been
granted mint always carry such cer
tificates whon operating any motor
car, and shall present the same for
Inspection to the Examiner of
Chauffeurs or to any police officer
or official of the City and County
whenever requested so to do.
Section 44. The feo for register
ing a motor car nnd Issuing' a cer
tificate of registration thereof shall
bo the sum of 15.00, for any motor
at oilier, than a motor-cycle, nnd
he sum ot $2.00 for any motor-
cyple, which shall bo paid by the
person applying for such registration
to the . Sheriff ot tho City and
County, and by said Sheriff bo paid
Into tho Treasury of the City and
County within thirty days after the
receipt ot the same.
Section 45. The fee for examin
ing and registering a chauffeur and
Issuing a certificate to him shall be
he sum of 13.00, for nny motor enr
(jlhcr thnn a motor-cycle, and tho
sum or il. uu ror any motor-cycle,
which sum shall be paid, by the per
son applying for such chauffeur's
certificate to the Examiner of Chauf
feurs. Such fos .shall be retained
by tho Examiner of Chauffeurs, as
fulf compensation for his service un
derbills Ordinance.
Section '46. Any, person who shnll
vlol'a'to atiy of the 'provisions ot this
Ordinance shall bo deemed guilty of
a misdemeanor, and upon conviction
Uicreof "shall be punished by fine of
not less than 15.00 nor noro than
f2iiu,uut or uy imprisonment ior a
term not exceeding 'ninety days, or
b both such fine and Imprisonment.
The Judge of the Court having Juris
diction of any chnrgo brought under
this Ordlnhnbo may1 In addition to
tho penalty' or 'penalties above set
forth' cancel tile certificate ot any
clinuffcuri found guilty under this
Ordinance, In which enso such per
son shall not be entitled to again
apply for or to receive a Chauffeur's
Certificate w'thlri threo months from
the dale of such cancellation.
Section 47. All Ordinances nnd
parts of Ordinances In conflict here
with are hereby repealed.
Section 48. This Ordinance shnll
tako effect fifteen days from and
afler tho date ot its approval.
