Moving Travel and Tralllc: Por
the purposes of this Ordinance the
term ".Moving Travel and Traffic'
Is Intended to Include vehicles In
actual motion and also those which
may be tit rest upon the sheets nnd
those which arc at rest and Intend
ed or expected to soon nguln be In
motion.
.Motor Car: Por the purposes of
this Oidlnauco the words "Motor
Car" shall apply and Include all
chicles propelbd by any powoi
other than muscular power, except
ing such as run only upon rails, nut:

and toad rollers.

Section 21. It shall be unlawful
for nny poison wilfully to stop, drive,
or piopel nny vehicle nlong or cross
iny street railway or over railway
tracks In such a manner ns to un
necessarily hinder, delay or obstruct
the movement of nny car traveling
upon such track; provided, however,
that vehicles of the Flro and Police
Dcpaitmenls and hospltnl ambu
lances shall bavo the right ot way
when lu service or responding to
calls.
Section 22 It shall be unlawful

package or parcel ot whatsoever

Section 23. It shall be unlawful
for any person operating nny vehi
cle upon the sticcts to claim right
ot way when traveling on street
railway tracks In the samo direction
as street cars usually travel upon
said trackH; It being tho intention
of this section to limit the right of
way on such tracks to street rail
way cars only.
Section 24. It shall bo unlawful
for nny person to. In any manner,
catch on, hold or otherwise attach
himself, or nny vehicle or object t
iny moving vehicle, unless given
permission so to do by tho operator
of said moving vehicle. It shall be
unlawful for nny child under the
igo of fourteen jears to Jump on or
off nny shoot enr or railroad car
while the same Is In motion.
Section 25. It shall bo unlawful
for nny person riding on the streets
upon a bicycle or nny slmllnr vehi
cle, or any other vehicle, to travel
so closely In the wake of nny vehi
cle In such a manner as to Imperil
life or limb, or to travel bo closely
In the wako of said moving vehicle

Section 2G. It shall be unlawful
for nny person operating a self
propelled vehicle upon tho streets, to
permit the motors of same to oper
ate In such n manner ns to visibly
emit an unduly great amount of
steam, smoke, products of combus
tion from exhaust pipes or other
pipes or openings.
Section 27. It shnll he unlawful
for nny person operating n self
propolled vehlclo upon the streets
o permit tho pipes, "mufflers" or
othor doviccs, to emit the sounds of
cxhniiKt In a loud nnd nnnnlng man
ner; it being tho Intention ot this
section to compel the operation of
such self-propelled vehicles In as
noiseless a manner ns possible.
Section 28. It shall bo unlawful
for 'any person to dilvo upon tho
sheets nny unduly dangeious or par
tially "broken" nnlmal or to use the
said streets for tho purposo of
"hi caking" animals, It being the In
tention of this section to doflne the
words "broken" nnd "breaking" to
tho net of accustoming animals to
saddle nnd harness for tho purpose
of subjection.
Section 29. It shall bo unlawful
for any person to ride, drive, piopel,

any public street In the District ot

Wnrd Street, and the extension of
the line of Ward Street to -the sea;

Section 30. It shall bo unlawful
for nny person to operate upon the
streets, during tho period from one
half hour after sunset to one-half
hour before sunrise, any motor car
unless such motor car Is provided
with at least two lighted lamps
showing white lights vklble within
a reasonable distance In tho direc
tion towards which such vehicle Is
proceeding, each of said lamps hav
ing ou the front thereof the regis
tered number of said motor car In
figures of nt least one nnd one-halt
Inches In height, nnd ono lighted
red light attached to the rear of
such vehicle, visible within a rcason
sonnhle distance: provided that this
section shall not npply to bicycles,
tricycles, motor-blcvcles or vehicles
drnvvn by hoisos.
Section 31. It shall bo unlawful
for nny person to operate upon the
streets, during tho period from ono
half hour aftor Bunset to one-half
hour before sunrise, any bicycle, tri
cycle, or moteir-blcyclo, or similar
vehicle, unless said bleycle, tricycle,
or motor-bloycio, or similar vehicle,
Is provided with nt least ono lighted
lamp showing a white light visible
within a reasonable distance in the
direction toward which such vehicle
Is proceeding. Tho driver of every
vehicle used for pleasure, the carry
ing of passengers, transporting of
freight or for any other purpose,
which shall be driven upon nny
street of the City and bounty shall,
except as herein otherwise provided,
cause a suitable light or lights to be
kept burning on every Biich vehicle,
showing a white light visible within
k reasonable dlstanco In tho direc
tion towoids which such vehicle Is
proceeding.
Section 32. No motor car shall bt
operated on any stieet, until the
same shall have been registered by
th owner In accordanc with the re
quliements of this Ordinance, nor
unless the same shall otherwise con
form to the lequlicmonts ot this Or
dinance. Provided, however, that no regis
tration shall be required of any mo
tor car, while the same Is In stock,
for nalo, of any dealer In motor cars,
ind which may be operated on a
highway by such dealer or nn em
ployee of such dealer, for the pur
poso of exhibition of the same to an
Intending purchaser, nnd not for
hlro, but upon such car shall be dis
played the Initials ot bucIi dealer.
Tho provisions of this section shall
not apply to motor vehicles owned
y nun-icsldcnls of this Territory
ind only temporarily within this
Territory, provided the owners
thereof have compiled with any law
lequlrlng the registration of owners
of motor vehicles In force In the
Stute, Territory or Federal district
of their residence, nnd the registra
tion niimbor showing tho Initial of

Section 33. Except ns othcrwlto-
uovlded in this Ordinance, tho own
ir of every motor car in the City
nd County of Honolulu, shall, be
fore such motor car Is operated on

ho City and County, on a blnnk to
o provided by tho Sheriff for that
purpose, for registration of such car,
letting forth In Biich application:

ho car sought to bo registered, In
hiding the general name of the
make or tho car, name of the maker,
"actoiy numtior, style of vehicle and
nntlvo power, color of car and any
'ther distinguishing features.
Se'tlon 31. Registration. The

tration number.
Section 33. Certificate of Regis
tration. Tho Sheriff shall, Imme
diately upon registration ot a motor
car ns last nforesnld, Issue and de
liver to the owner thereof, a certi
ficate of registration thereof, signed
by tho Sheriff,. Betting forth, tho
name nnd address ot the owner, a
descilptlon of tho car registered nnd
the registration number of the
same.
Section 3G. Identification of Car.
The owner of each motor car bo
registered shall, beforo such car shall
be permitted to be operated upon
nny street, display and keep display
ed upon the rear part of said car, In
bucIi position that It can at all times
be plainly seen, the registration
number of said car, given to It by
the Sheriff, under the terms ot this
Ordinance.

ground. Section 37. Examiner of Chauf
feurs. The Hoard of Supervisors
shall from tlmo to time appoint n
person who shall be a competent mo
tor car operator and have a fair
knowledge ot steam, electric and
gasoline motor cars, and who shall
bo known as the "Examiner of
Chauffeurs," to oxamlne Into tho
qualifications nnd fitness ot any per
son who may desire to secure a
chauffeur's certificate, to operate a
motor car.
Section 38. No motor car Bhall
bo operate on any street by any
person, unless such person shall have
first received a chauffeur's certificate
certifying thnt he or she Is com
petent to operate a motor car pro
pelled by the kind ot power used on
such motor car except the typo or
class of car specified In the chauf
feur's certificate held by such person,
and obtained upon the terms and In
accordance with the requirements ot
this Ordinance.
Provided, however, that this sec
tion shall not apply to any person
who Is learning to operate a motor
car, while accompanied In the same
motor enr by tho Examiner of Chauf
feurs, or by a person holding a
chauffeur's certificate Issued under
this Ordinance who Is acting as a
teacher of such person so learning
to operate such car, at a point out
sldo ot the speed limit area In this
Ordinance described.
Section 39. Every person who
shall desire a Chauffeur's Certificate
shall apply to the Examiner of
Chauffeurs on a blank to be provided
by the Sheriff for that purpose, tor
such a certificate, setting forth In
such application:
The name, age, box, nationality,
occupation and local address of the
applicant; the experience ot the ap
plicant In operating motor cars,
stating length of time during which
tho applicant his operated motor
cars; whether ns an amateur or pro
fessional; place or places where ap
plicant has opcratod a motor car;
kind of machine or machines and
motive power of machines which
applicant has operated; and setting
forth the style and kind of car which
ho wishes to operate and the kind
of power used In propelling the
same.
Such application shall be filed in
a book to be furnished by the Sheriff
for that purpose.
Section 40. Upon receipt ot each
such application, the said Examiner
mall examine the applicant concern
ing his knowledge ot the type or
types ot machine which he desires
o operate, whether steam, electric
or gasoline, or two or more of the
same, as the case may bo.
Section 41. Requirements of Ap
plicants. Each applicant shall con
form to the following requirements:
(1) Ho not less than 17 years of
age;
(2) Ue familiar with the terms
.of this Ordinance;
(3) Demonstrate In the presence
of tho Examiner that he con Btart,
atop, charigo Bpced by the various
means provided therefor, reverse,
back nnd turn a motor cor, both
ilowly and suddenly, and gemernlly
(how ability for quick and decisive
handling of a motor car to avoid col
lisions and other emergencies.
Section 42. Scope ot Examina
tion. Each applicant for a Chauf
feur's Certificate shall be examined
generally upon, and pass nn examin
ation under which he shall describe,
all appliances of tho type of car
which he desires to operate, for
starting, turning and stopping tho
same nnd the means ot operating the
samo; and must show good knowl
edge of nnd acquaintance with the
machine to bo operated and its
method of operation under all con-

Each applicant shall also be ex
imlncd moro particularly and found
to be Informed concerning the differ
ent types of machines, as follows:
Gurrey's
1. Steam Motor Cars. Applicants
who desire to operate steam motor
cars must bo familiar with the class
of boiler used und Its construction;
the preEsura to which It has been
tested; the pressure which should
not be exceeded; with whnt safety
devices and Indicating devices the
BRmo Is equipped. They must bo
also familiar with the handling of
gasoline, Its uses and dangerB, and
with the method ot getting up steam
and starting the motor car, as well
as with all methods of keeping the
tame clean nnd In good repair, In
and out of use.
2. Oasollno Motor Cnrs. Appli
cants who desire to operate gasoline
motor cars must be familiar with
the engines nnd must afiswer nil
questions ns to their cnpaclty, the
Method of connecting tho engine to
the transmission gear, nnd how dif
ferent speeds are obtained; they
must be nlso familiar with all meth
ods covering the reversal of the ma
chines, the connection of levers, the
handling of gasoline, tho method of
operating and care of tho sparking
device, and all methods of "keeping
the machine clean' and In running
order.
3. Electric Motor Cars. Appli
cants who desire to operate electric
motor cars must be familiar with the
use of the controller and the revers
ing switch nnd brakes and their
location on machine; must know the
different speeds, when tho machine
needs recharging, how to recharge
same, and how and when the same
should be Inspected.
Section 43. Character of Certifi
cates. A Chauffeur's Certificate
shall be signed by tho Examiner of
Chauffeurs and shnll certify that
the. person named therein has been
examined by the Examiner of Chauf
feurs und found competent (1) to
operate a motor enr propelled b)
steam power, or (2) to operate a
motor car propelled by electricity,
ir (3) to operate a motor car pro
pelled by gasoline or other power of
i similar character, or (4) that such
chauffeur Is competent to oporate
motor cars ot types propelled by two
or more ot the said enumerated
kinds ot power. All persons to whom
such certificates shall have been
granted must always carry such cer
tificates when operating any motor
car, and shall present the same for
Inspection to the Examiner of
Chauffeurs or to any police officer
or official of tho City and County
whenever requested so to do.
Section 44. The fee for register
tng a motor car ana Issuing a cer
tificate ot registration thereof shall
be the sum ot $5.00, for any motor
car other than a motor-cycle, and
the sum ot $2.00 tor any motor
cycle, which shall be paid by the
person applying for such registration
to the Sheriff ot the City and
County, and by said Sheriff be paid
into the Treasury ot tho City and
County within thirty days after the
receipt of the same
Section 45. The fee for examin
ing nnd registering a chauffeur and
Issuing a certificate to htm Bhall be
the sum ot $3.00, for any motor car
other than a motor-cycle, and the

der this Ordinance.
Section 46. Any person who shall
violate any of the provisions of this
Ordinance shall be deemed guilty or
'i misdemeanor, and upon conviction
.hereof shall be punished by tine of
not less than $5.00 nor more than
$250.00, or by Imprisonment for a
'orm not exceeding ninety days, or
by both such fine and Imprisonment.
The Judge of the Court having Juris-'
diction of uny chnrgo brought under
this Ordluunce may In addition to
the penalty or penalties above Bet
forth cancel the certificate of any
chauffeur found guilty und6r this
Ordinance, In wklch case such per
son Bhall not bo entitled to again
apply for or to receive a Chauffeur's
Certificate w'thln three months from
the date of such cancellation.
Section 47. All Ordinances nnd
parts of Ordinances In conlllct here
with are hereby repealed.
Section 48. This Ordinance Bhall
take effect fifteen days from nnd
after tho date of Its approval.
