be far worse under the operation of a
prohibition law than under the licens
ing system. If the people do not want
saloons they can wipe them out under
the present law.
While I was a Deputy Sheriff on
Kauai during a period of absolute pro
hibition there were more arrests for
drunkenness than there have been under
the operation of the existing statute.
The Hawaiians would club together
and send for a keg of wine, and when
they started in to drink they would not
be content until they had finished the
supply. It would be the same now
under a prohibition law.
The importation of liquor cannot
be stopped, and the enactment of a
prohibition law would practically
amount to class legislation.
Kauai is satisfied with the present
law, and I believe the voters will sup
