thing for the common good.

' Delegate Kuhio's splendid record in securing recognition
qf the Territory under the Federal appropriations for 'har
bors, defenses, public buildings, scientific investigation of
Ibprosy, and a general adjustment of these islands to. thc
status of. a! "full-fledged Territory gaining all the benefits of
an integral part of the Union, would be crowned with .still,
greater achievement iMie could return from the coming
short session of Congress with the report that the Dolliver.
Davis bill had become law and Hawaii had secured its full
share of Federal funds under that law.
There is no fear that the Delegate will 4 do his utmost to
impress upon Congress, the great importance to these is
lands of this Federal legislation. . .
To make his effort more effective, however, he must have
the aggressive support of the people- of the. islands. Mem
bers of Congress who will hear the arguments of the bus
iness men and educators of the mainland must also hear
from the people of Hawaii that this particular measure goes
far toward solving one of our serious educational problems.
Under the Dolliver-Davis bill as it is now before Congress,
High schools for industrial training would be established on
dvery island of the group and perhaps more than one on
each island. Through these institutions the youth of the
land could gain the training that will put them in a position
to make the most of the opportunities presented in this land
qf agriculture. . .
1 Hawaii has always made the just claim that it should re-"
rjeive for educational purposes a share of 'the revenues paid
the Federal Government through our custom house and the
internal revenue department. .i... . M ,
..This bill will enable Hawaii to obtain a liberal Federal en
dowment for its public school system without putting the
Territory. in the position of calling for special legislatfon.
Our people should make up their minds to provide liberal
ly from local revenues for the public schools and thus dem
qnstratc to Congress our exceptional right to recognition
through the passage of this law that will supply a great need
of the youth and at the same time be a fitting memorial to
one of the greatest progressive leaders of our common coun
try. ! Every citizen should be alert to render whatever assist
