He it Enacted by the Legislature of the Territory of Hawaii:
Section 1. Subdivision 4A of Section 0. Act .'10 of the Ses
sion Laws of 1005, relating to the general powers, liabilities
and limitations of counties, as amended by Act 100 of the Ses
sion Laws of 1000, is hereby amended m as to read as follows:
"IA. To establish and maintain water works and sewer
works; to collect rates for water supplied to coiiMimers and for
tho use of sewers, and for tho placing of signs on bridges as
required by law. To install water meters whenever deemed ex
pedient, provided, that owners of premises having vested water
rights under existing laws appurtenant to such premises shall
not lie charged for the installation or uso of such water meters
on such premier. To take over from the Territory existing
water works system, including water rights, pipo lines anil
other appurtenances belonging thoreto, and sewer systems, and
to enlarge, develop and improve tho same. To build, rebuild,
equip, maintain and regulate hopit;tls, school houses, court
houses, jails and hoiiK'S of detention, punishment, confinement
and reformation, and to givo aid to hospitals. Each county
shall provide for the maintenance and repair of all existing
public school hou-es other than the Lahainaluua Seminary,
court houses, water works ami sewer t.ytems and jails within
ita boundaries."
Section- 2. This Act shall take effect from and after the
first day of July, A. D. 1011.

Be it Enacted by the Legislature of the Territory of Hawaii: .
Section- 1. Section 20S7 of the Revised Laws of Hawaii is
herebv amended so as to read us follows:

"Section 2087. Testing, scaling. It shall lx) the duty of
the sheriff of each city and county or county to procure, a stand
ard set of weights and measures; and ho shall annually (or
oftcuor in his discretion) cause all beams, weights and measures
in tho city and county or county for which lie is sheriff, used
by persons selling goods, ware, merchandise, fruits, vegetables
or other commodity, to bo tested by such standard weights and
measures, and to seal such a bhall bo found true with tho capi
tal letters T. II."
Section 2. Section 2088 of the Revised Laws of Hawaii ia
hereby amended so as to read as follows:
"Section 2(JbS. Fees. The chargo for testing any lieain,
' weight or measure, shall bo as follows: For sealing and mark
ing every lieain, fifty ccnta; for sealing and marking every
measure of extension, twenty-five cents; for scaling and mark
ing every weight, ten cents; and a reasonable compensation
for making weights and measures conform to the standard;
provided, however, that no charge shall be made for more than
two inspections of tho same Ikniiii, weight or measure, in ono
year. All fees collected, under this Section shall bo paid into
tho treasury of tho city and county or county for which such an
inspection is made, as county realizations."

Section 3. Tho sheriff may deputize, any ono of tho' em
ployees in his department, to aid him in tho performance of his
duties us inspector of weights and measures for such city and
county or couuty.
Section- 4. This Act shall take- effect and be in force from
and lifter tho duto of its approval.
