Sjotio.v .1. The provisions of Act 02 of tho Laws of 1!I0!),

samo extent as if they were a part of this Act, provided, that
the work referred to in taid items ntimliercil 15 to IS, liotli
inclusive, may be performed without contracting therefor, after
advertisement for tenders, insofar as that may lie defined ad
visable by the Superintendent of Public Works, with the ap
proval of the Governor, in order to utili.e for that piirMc the
labor of the inmates of the .institutions therein referred to.

Suction 5. The expenditure of the appropriation, the let
ting of contracts nnd the performance of the work under each
of said items numbered 20 lo 50, Imth inclusive, shall lie under
tho direction and subject to thif approval of 11 coniuiisfjou for
each , t-niuiiy mul city and county, consoling of the Superintend
ent of Public Works, tho Mayor or Chairman of (lie Board of
Supervisors and three other persons, appointed by the Gover
nor, as- provided in Section 80 of the Organic Act, wlio 1110

is to bo performed; provided, that 110 Isinds shall be issued,
moneys expended or work performed, by or fur the Territory,
under or tluoiigh such commission, or otherwise, for nny object

ease, tho Bourd of Suiervisois of the county or city nnd county
in which tho work for such object is to be performed, shall
within three mouth after tho approval of this Act, undertake,
to tho satisfaction of such commission, to perform such work
within tho biennial period ending June 110, 19111, out of tho
funds of such county or city and county.

Siction 7. Each county or city and county shall pay to the
1 Territory, 011 the interest, dates of any lsinds that may 1h issued
by the Territory, the proceeds of which shall have, Veil ex
pended, for such of tho works referred to in said items niiiu
liered 20 to 50, Ixith inclusive, as shall have liccu constructed in
such county or city and county, interest upon an amount equal
to the par value of such IkhuIs at the rato of inteiest specified iu
such bontU, and a W such sums annually on the second Interest
dale iind the same date each year thereafter, during the term
for which such lsinds shall have been issued, whether after
wards refunded or not, that the aggregate of such sums so an
nually paid will, compounded anniiiilly at such rate of interosot,
equal, at the expiration of such term, such par vnlue; and the
Auditor of the Territory is hereby authorized to deduct from
the amount of nny wnrraiii or warrants otherwise issuable by
him to the Treasurer of such eoitnty or city and county, such
amounts when due, as are lequiicd by this Section, to im paid
by such county or city aiid county, and proper receipts 'shall
thereupon be exchanged lietwceu the treasurers of tho Territory
and of such county or city mid county; provided, however, that
such county or city and county may, at the option of its iio.iril
of supervisors, pay on account of such bonds on nny sfiolf in
terest lnte, any additional sum, ami when tho accrued values of
nil sums other than interest, paid on account of such Ixinds,
shall equal tho par value of such bonds, all the obligations of
said county or city and county in respect of tiueh IkiiuIs, prill-
eiplo and interest, shnll lie discharged. Every juieh additional
so paid shall Is- deiositeil to the credit of the sinking fund
