tho necessary legislation was enacted

results, Another year or two ought
to put that matter In good shape.
"Then there la the matter of gen
et al sanitation nnd tho prevention nnd
suppression of contagious and Infec
tious diseases, In connection with
which a largo number of very Im
portant laws wcro enacted during the
last session.

tho dice, thero was no opportunity to
gratify their desires.

ever slnco tho ship sailed from Manila
when Colonel Chamberlain of tho Phil
ippine Inspector General's depart
ment, gave orders, enforcing ho regu
lation, under pnln of Immediate arrest
and trial by court martial of nny

this Is discredited by many, who say
that when the Inquiry Is finally con
cluded and tho results mado public,
It will bo shown that over half of tho
flour and much other material supplied

tho little pies, to tho private profit of
an organized gang, In tho employment
of tho service.
Despite tho fact that tho results of
the Investigation havo been kept secret
It Is said that n number of persons
nssoclntcd with tho scrvlco havo been
Implicated and that action will shortly
bo taken by tho department at Wash
ington, It Is said that tho disregard of tho
regulations prohibiting tho sale of
liquor on board tho transports, has
grown so flagrant of late, that the
suspicions of tho department woro
aroused and tho Investigation ordcrod.
It Is also snld that certain persons
connected with tho transport service,
havo organized a system to distribute
contrlband among tho soldiers to their
