Every elevator shall bo provided with an approved devlco for prevent ing tho cur from falling in case of accident. In every mill or fac tory In which shavings, sawdust or other light material Is used for fuel under the boiler, a vault to rontnln such fuel shall be constructed of fire proof material with n fireproof cover. DUTIES OF 1IUILDINO INSPECTOR. Section 114. It shall be the duty of thu Uulldlng Inspector to Inspect nil work for which a permit has been Issued under the provisions of this Ordinance and generally to enforco tho provisions of this Ordinance. The Uulldlng Inspector shall keep on lllo in bis office for the inspection of the public nt all reasonable hours a ropy of what are known ns the Manufactur er's Standard Specifications, The Tests Prescribed by the American So ciety for Testing Materials, Standard Modem Authorities on Calculation of Stresses und the Rules nnd Regula tions of thu National Hoard of Flro Underwriters known as the "National Electrical Codo." CHIEF ENOINEER OF FIRE DE PARTMENT TO APPROVE CERTAIN PERMITS Section 11C. No permit shall be Issued for the erection, alteration or removal of nny building or other structure within tho fire limits of tho City and County of Honolulu, or for nny public building or for any the atre or other place of amusement, or for any tenement, or for any building or other structuro estimated to cost (10,000 00 or over, unless tho same shall be approved by tho Chief Engi neer of tho Fire 'Department. REPEAL OF CONFLICTING ORDINANCES. Section 116. All ordinances nnd parts of ordinances In conflict with the provisions of this ordinance are horeby repealed; provided,' that such repeal shall not affect or prevent the prosecution and punishment of nny person for any act done In violation of nny ordinance prior to ItH repeal which may be repealed by this ordi nance, and shall not affect any prose cution or action which may bo pend ing In any court for the violation. of nny of the provisions of any ordinance repealed by this ordinance. All buildings containing plumbing or plumbing fixtures shall conform to the plumbing ordinance. PENALTY. Section 117. Any person, firm or corporation who shall molest, hinder or in any manner provent nny In spector or other officer from perform ing any duty imposed upon him by the provisions of this Ordinance, nnd any person, firm or corporation who Bhall erect, construct, alter, repair or remove nny building or othor struc ture In the City and County of Hono lulu contrary to tho provisions of tills ordinance or who shall violate any of tho provisions of this Ordinance, shall be deemed guilty of a misde meanor, and upon conviction thereof shall bo punished by a tlno of not more than JDOOOO, or by Imprison ment for a term not exceeding six months, or by both such line und im prisonment. Every building, except as othorvvlse provided, shall have at least twenty Inches of clenr air space for the circulation of nlr, between tho floor timbers and the highest point of the ground under same, und uuutl have sulllclcnt openings for ventila tion in tho outer wulls to admit n free circulation of nlr; but said air space shall not bo secured by ex cavating below the level of tho street or lot on which tho building Is to stand, nnd this air space Bhnll not bo used for storage but shall bo kept cleun and sanitary. In case said air spaco is not provided for In accord ance with this regulation, the ground floor of all such buildings shall be of bitumen, concrete, or masonry, so constructed as to leave no spaces or openings boneath tho samo. YARDS, AREAS, COURTS, ETC. Section C. (a) Yards, areas, courts, alleyways und other open spucca within or between buildings, where water Is used fur washing of any klud, Bhall be properly graded and cemented, or paved so as to be wa terproof and drained into trapped drains properly connected with sower or cesspool and no permanent wood en floor or grating shall bo main tained over tho samo. (b) All houses, structures, rooms or parts thereof, In which water Is used or Intended to bo used In such quantity ns to tender the floor or floors or tho ground under tho floor or Moors damp, slia'l have such floor or floors made) vvutorproof, with proper dralnago Into trapped loaders conveying the water nway Into cess pool or sewer. (r) No building or structuro shall be used ns a rosldeneo or plnco for human habitation which Is situated upon land that has been made by Pil ing In with dangerous und unsanitary refuses or gurbago or any substance dangerous tu tho public health. RAIN WATER. Section 7. Where the space be tween buildings Is less than 10 feet tho water from thu roofs of the build ings shall bo conducted In water tight IraderH and mndo to discharge into suitable drains leading Into street or alloy gutters and If any building Is so situated that the wit tor from the roofs of suld building will run under tho building and not Drain off, tho same rule shall apply. This regulation shall not npply to buildings where the amount of wa ter discharged fiom tho roofs will not bo detrimental to tho public health or pubtlo sanitation. CESSPOOLS AND PRIVY-VAULTS. Section 8. (n) No privy-vault, Blnk or cesspool shall hereafter be located or constructed within fifty fiet of nny stream, lake, pond, well or spring of water, unless the shies mid bottom are cemented and made watertight, nor within two feet of the linn of any lot, nor shull It bo mndo moro than eighteen or less than six feet deep or placed In such a position that It Is not easily accessible for empty. Ing and cleaning. No prlvy-vnult or cosspool shall bo excavated or main tained within ten feet of any dwelling liouso or Inhabited building or cook house or pluco where cooking is done. (b) Tho sides and bottoms of privy-vaults, sinks, or cesspools shall be mado watertight, when necessary, in order to prevent saturation of the ground about the said vault, sink or cesspool, and each such receptaclo Bhall be provided with suitable ven tilating pipe. (c) A cesspool or other sanltnry means of disposing of waste shall be completed or urrunged for before any building hereafter to be coiistiucted shall bo occupied. No structure or cover shall be put upon or over any privy-vault, sink or cesspool, until It has been inspected by the Plumbing Inspector, nnd approved us meeting the requirements of this ordinance. (d) Any prlvy-v'uult, sink or cess pool already constructed which shull become u nuisance, or In any way dangerous to life or detrimental to health, shall be removed, reconstruct ed, or altered to meet the require ments of this ordlnanco und of tho public health The Sanitary Inspector may order the emptying and disinfect ing of uny prlvy-vnult, sink or cess pool nt the expense of the owner or occupant of the premises after forty-eight (48) hours' notlco und failure to comply therewith.
