Section 2. Section 11 of Ordinance No L'li of tho City and County of
Honolulu Is heieby amended so as to read as follows:
"POWER 01' 1IUII.DINO INSPECTOR TO ORDER REPAIRS.
"Section II Whenever anv building or any iiortlon thereof, or any
structure, chimney, smokestack, stove, oven, furnace or other appurtenance
coiinected with any building or upon any premises or placo. Is cbingerous,
defective or unsafe, the Ilullillng Inspector shall notify thu owner thereof,
and shall order mid ciiiirci the same to ho torn down, altered, repaired or re
built, or eiilIi work to be clone thereon as may bo necessary to render the
same safe, and such owner shall forthwith comply with such order. In tho
event that such owner does not comply with such order of the Building In
spector, the Ilullillng Inspector may proceed to tear down any such danger
ous or uiikafe Btruituro at the expense of the owner thereof."
Section 2A Section IS of Ordinance 26 of thu City and County of Hono
lulu la hereby amended ho us to read as follows:
"CALCULATION OK STRESSES.
"Section 18. The allowable working stresses In materials, tho strength
of parts, and combinations of mntcilals used, shall bo determined in accord
ance with the rules and In the manner presciibed by standard modern au
thorities on tho strength of materials, applied mechanics and tho beBt en

spector when require it."
Section 3 Section 83 of Ordlnanco No. 2fl of tho City and County of Ho
nolulu Is hereby nmnnded so as to read as follows:
"INTERIOR l'AUTITIONS T.IOI1T COURTS.
"Section !I3. Interior partitions In any building of Class One shall he
constructed of tile, brick or conctete, or shall be of bars of metal, lathed
with metal lath and both sides plastered, or sliall bo of wire glass not less
than one-fourth Inch thick set In metal frames and sash. Interior partitions
In buildings of Class Two may bo constructed of wooden studs with lath
unci plaster on each side."
Section 3A. Section US of Ordlnanco No. 20 of tho City and County of
Honolulu Is hereby amended so as to read as follows:
"Section !)S Every building of three stories or moro In height shall be
provided and equipped with n sulllclont number of ,gnlvnnl7ed metnlllr lire,
escapes, combined with suitable galvanized metallic balconies, platforms and
railings, Btrongly made and llrmlv secured to tho outer wiiIIb, and erected
and arranged In such a way and In such pioxlmlty to nno or moro windows
of each story, or to as many windows of each story above tho first as may
be necessary to make and render said llro escapes readily accessible, safo
and adequate for the escape of tho Inmates In cubo of tiro, nnd whnn placed
mi the rear or sides of building not adjoining a street they Bliall extend
down to within eight (8) feet of tho ground.
'Tiro escapes in front of bulldliig"shull extend from tho level of tho
celling of tho tlrst story to and over tho roof, and sliall bo cither vortical
galvanized metallic ladder llro escnpes, galvanized metallic stair llro escapes,
or other sulllclent llro escapes constructed of llreproof materials.
"All tiro escapes shall bo kept In good order and repair, nnd freo from
all obstructions." '
Section 311. Suction 101 of Ordlnanco No 20 of tho City and County of
Honolulu is hereby amended so as to read as follows;
"USE OK SIDEWALKS AND STREETS.
"Section lot. Jt shall ho unlawful for any porson, firm or corporation
to commence the erection of uii building abutting upon sldowulk, or to coni
tlSiua the erection thereof, unless theru shall cixlat along tho centor lino of
such sidewalk, for tho protection of pedestrians', u good and substantial
board fence at leust eight feet high, enclosing tho Inner halt of tho width
of such shlnwolk.

excavation In that part of any sidewalk lying between tho curb lino and tho

Xo person or poisons shall occupy or obstiuct nil pot (Ion of any stieet,

permit may be Issued by the Hoard cif Supervisors of tho City nod County of
Honolulu on application therefor in writing, nml shall bo accompanied by
the building permit for tho building pioposed to bo erected. Sucli obstruc
tion shall be permissible only during period of construction.
"It Bhall he unlawful for nny person, llrm or corporation to fall or
neglect to hnve at least one-hnlf of width of tho sidewalk and not less thnn
ono-half tho width of an nlley unobstructed nml free from rubbish nt nil
times, except that n passagewny across such space may bo used for carrlngo
"It shall bo unlawful for nny person, firm or corporation to store for
more than ono day nny earth taken from nny excavation, or rubbish or inn
lorlul taken from any building, upon tho sidewalk or the londwny of any
street or alloy; such materials shall bo removed from day to day nt pro
duced. Any dry iiiblilsli liable to produce dust shall he kept wetted down In
order to prevent dust.
"Xo door on the Rround floor of nny building shall hn so constructed
or arranged ns to swing or upon upon or over nny public stieet, highway,
slduwnlk or public place."
Section 4. Section 101 of Ordlnanco Xo. 20 of thu City and County of
Honolulu Is hereby amended so ns to read ns follows:

Section 107. All theaters hereafter built vvllhln the City and County
of Honolulu shall bo of Clnss Ono or Class Two constitution. Tho City and
County Treasurer shall not Issue a license for nny performance In such
building until n certllloato In writing has been Issued, signed by tho Ilullil
lng Inspector and the Chief Engineer of the Klro nep.utmout, that the re
quirements of this Ordlnanco have been compiled with.
"Thenturs sliall have at least ono fi outage on the stieet; ill such front
Ihoro shall ho suitable menus of entrance nnd exit. Tlieie shall also bo on
each sldo of the exterior of tho building an open court or space, each of
which sliall be not less than eight feet wide and shall extend back tho full
length of the building from the front street. There com It or sp.uca shall

"Exits, Opening from tho auditorium Into thescv eourts or spaces there
sliall be not less than two exits from each sldo of each Moor and gallery;

swing outward In such a way ns not to block the baltony upon which they

constructed of Iron or steel of ample strength to safely sustain a lend of
eighty pounds per squaro foot, Willi u factor of safety of four.

steps, there shall bo no winders, and no step r.liall bo less than four feet
