The consideration of Mr. Hardy's bill to repeal the Railroad Subsidy law was resumed ; and the discussion was continued by Messrs. Cassidy aud Watts for repeal and Mr. Mort.au against. Mr. Steele closed the discussion for repeal. The bill (to repeal) whs finally lost, all the Democrats and 'Conservatives and four Republicans (Messrs. Mc Clure, Paiue, Smith and Sullivan) voting for repeal. The resolution to allow tbe Governor two State Aids, and Contingent Fund of ten thousand dollars was indefinitely postponed. A bill to encourage agriculture was indefinite ly postponed. A House bill to amend section 216, chapter 3, of the Revis ed Code, of 1871, was passed, also a House bill to legalize tbe assessment of Benton county. Senate bill to repeal section 568, article 3, chap ters, of the Revise 1 Code of 1871, was passed. The bill to extend the provisions of tbe Railroad Subsidy law to the New Orleans A Jackson Railroad extension, was lost. House. A bill to regulate the time of hold ing Courts in tbe Thirteenth Jndi- A message from the Governor was received, vetoing the joint resoln tion instructing the Secretary of State to sell the Revised Code of 1871 at six dollars per copy, and the veto was restrained. Thursday, Februaiy 1st. Senate. A message from the Governor transmitting a memorial from the grand jury of Low udes county giv ing objections to the present system of maintaining paupers and urging legislation upon the subject, also a petition from the Firemen and Board of Mayor and Aldermen of Jackson asking legislation for the benefit of the Jackson Fire Compa nies was received. A bill to au thorize the Auditor of Public ac counts to release tax title to lands held by tbe State for taxes under certain circumstances passed. Also several local bills. House The special committee appointed to in quire into the condition of the re pairs and improvements ordered upon the Lunatic Asylum, reported through their chairman. Mr. Gaines, ' aud provides effectual punishment tor the crime. A Relief Measure. Hon. R. J. Mclutosh, Represent ative from Chickasaw, has intro duced iu tbe House, a bill of great importance as a measure ot relief to the people, entitled au act to quiet tax-titles and increase the reveuue of the State. The substance of the bill is as fol lows : It provides that the Auditor shall report to liae Circuit Clerk the amount aud descriptions of all lauds foi feited or sold to the State for non-payment of taxes and name ot those to whom last assessed. For the publication of this list by the Clerks. For the redemption in the Clerk's oflice by owners of the laud, without cost to the owners wbuu tax receipts can be shown for the .tear which it was declared forfeited or sold. And even when it was properly forfeited or sold, for its redemption, by payment of all taxes aud six per cent, without further damages. Aud where third parties have entered at Auditor's office, it provides for the refunding to them by the pwner of all taxes paid by them and six per cent, interest. And where improvements have been maiht or expense been incurred by said party, his heirs or assigua iu attempting to perfect their title in Chancery, it provides for tbem to be made whole by the owner. It provides, that after twelve months from tbe publication by the Clerk, all lands not redeemed shall be sub ject to entry aud purchase of any person, on the same terms, that is paying the taxes due and six per cent, interest, and the Clerks deed conveying the States title shall be prima facie evidence that all the pro-requisites of the law of forfeit ure and sale have been strictly com plied with. It provides stringeuc punishment against all thieving tax collectors who may be convicted of having declared lands forfeited or sold for the non-payment of taxes when in fact the taxes bad been paid him. It calls it embezzlement, that the contractors had utterly failed to carry out their agreement, and that between twenty and fifty thousand dollars would Lie required to complete the work, aud that ow ing to the failure of the contractors, the colored lunatics are iu a pitia ble condition, and recommend tbat the Governor be authorized to be gin suit against tbe contractors and their bondsmen. Uuou resolu tion of Mr. Lowry, the committee on the contested election cases in Copiah county were instructed to report on Tuesday next (the 6th inst.), after having been amended upon motion of Mr. French bv add ing the Landerdale contested cases. The Supreme Court to-day deliv ered an opinion against what is known as the Diake amendment, which ill effect prohibits tbe recep tion by the Court of Claims of evi dence of amnesty aud pardou or the co -opera t ion on part of tbe suit- no doabt this , ors. but allow tbe party to refer to such amnesty aud pardon as evi dence of disloyalty unless at the time of receiving the pardon and amnesty the recipient was pardoned against tbe imputation of previous disloyalty contained in the ollieiat document. The court quoted tho of Lincoln of 1803, which granted amnesty and pardon on conditions of takiug tbia oath, etc.,' witb restoration of property, excepting in slaves.
