A profitable and interesting lit erary program was given Thurs day at the home of Mrs. Town send who read an article written by Prof. Geo. E. Foster M. P., entitled ''Shall We License the Dram Shops." I quote some of his words. When a community issues li cense it does three things: l. It calls the dram shop into existence and permits its work. 2 Jt declares that the dram shop is correct in principle and ex pedient in practice. 3. It pledges its authority to the protection of the dram shop in its congenial and permitted work. You become responsible for what it does. When an unlicensed dram shop plies its illicit trade and works its evil, the whole weight and responsibility falls upon the head of the law breaker. We must regulate this traffic we ought to have made that tax $1,000. Mrs. Norton's selection pictured a city of 10,000. In this city were 2,000 rate payers, owning equal property and paying equal tax. This city needed $10,000 for im provements and expenses for one year. There were two methods by which the amount could have been raised. First by direct tax. Each payer being called upon to pay $5 and 2,000 rate payers would have paid $10,000. The second was to pay the tax in directly, through the medium of dram seller tax gatherers. These collected $10,000 from the tax payers, (paupers and spendthrifts pay no taxes) and then give it back to the city treasury. They then called from rate payers their living and profits for the year, an average of $2,500 for each dram seller. The whole amount gath ered by them from the rate payers was $200,000 and this was all taken from the pockets of the people. First method, direct payment: The city pays $5 for each rate payer $10,000. Second method, payment through dram sellers, the city pays $130 for such rate payer $260,000. Total loss to the city $250,000. Are you shingling the rum-sell er's roof? If so, stop and think. I have been for days at the bed of our dear daughter and as hard as it would have been to give her up, I could have seen her go far easier than to know she should ever suffer from the curse of strong drink as some of my sweet girl friends, yes and some poor wayward boy friends have suf fered. I was obliged to stay one day in the same house with a mother and a drunken son, I think I know what bodily suffering is but I could not believe the agonies one suffers for want of drink could be so terrible, and gladly bore my suffering, thanking God for free dom from such surroundings in my own home. In the matter of the applications presented by Edward L. Reed, asking for correction of assessment and abatement of taxes on the E)S of SEM of section 13, township 42. range 27, for the years 1898 and 1899, on motion the board voted to recommend that said applications be granted. On motion the board voted to recommend the approval of the application of C. K. Young for correction of assessment and abatement of his personal property tax in the village of Prince ton, for the year 1899. The official bond of Dr. G. W. Nichols, as coroner of Mille Lacs county, was presented and duly examined by the board, and on motion the said bond and the sureties thereon were duly accepted and approved. The annual report of fees, emoluments and gratuities received by the clerk of court and register of deeds in connection with the work of their respective offices during the year 1899 were presented and examined by the board and on motion the said reports were accepted and ordered placed on file. On motion the petition for "a new road asked for by A. W. Woodcock and thirty others be ginning at the quarter post on the west line of section 17, town 36, range 26. and running due west on the quarter section line to the county line, was rejected by a unanimous vote of the members present. In the matter of the hearing on the petition for a new road, petitioned for by B. In the matter, of making a division of the moneys, funds and credits belonging to school district No. 6 with school district No. 28T as provided by section 3674, general statutes of 1894, said last named district having been re cently organized out of a portion of the terri tory belonging to school district No. 6, on mo tion the board decided by a unanimous vote to award to said school district No. 28 one-fourth of the amount of taxes due said district No. 6 from the tax list of 1899, being the current tax as the same shall be collected and payable- the board deeming such division to be just and equitable. Application of R. S. Burhyte fpr refundment on a void tax certificate, was laid over until the next meeting of the board, as no report had yet been filed by the county attorney, to whom the matter was referred. Applications for refundments on void tax certificates filed by Flickinger Bros., as attor neys for the administrator of the estate of R. Medd, and by F. D. 'A* Republican county convention for the county of Mille Lacs, State of Minnesota, will beheld at Wilkes' hall in the village of Milaca, on the 9th day of May, A. D. 1900, at 3 o'clock p. for the purpose of electing 9 delegates to the Republican State convention to be held at the Exposition building in the city of Minne apolis, on.Wednesday, May 16,1900, at 12 o'clock jjT., to elect four delegates at large and four alternates at large to the Republican National convention to be held at the city of Philadel phia, in the State of Pennsylvania, on June 19, D-1900, and to nominate 9 presidential elec tors also to elect 9 delegates to the Republi can Congressional convention, for the Sixth congressional district of the State of Minne sota, to be held at the city of Duluth on the 15th day of May, 1900, at 11 o'clock A. M., for the purpose of seleocing two delegates and two al ternates to the Republcan National conven tion, and to place In nomination a Republican candidate for member of congress for the Sixth congressional district of Minnesota. The primaries for the election of delegates to said county convention, shall be held in the different election districts of the county on Saturday, May 5,1900, at 3 o'clock p. M., and shall continue open one hour. Each election district will be entitled to one delegate for each 25 votes or major fraction thereof, cast for the Republican candidate for president in 1896, and to one delegate at large. Nightingale claiming to be entitled to an assign ment-of one certain State school land certifi cate numbered 6501 from the administrator de bonis non of said estate, setting forth that Timothy C. Bryant, deceased, was bound by a contract in writing to assign said contract to the said J. W. Nightingale upon the terms and conditions therein stated, with a descrip tion of the contract to be assigned and the facts upon which such claim to said assignment is predicated and praying that the probate court make a decree authorizing and directing the said James S. Niles, administrator de bonis non, to assign said contract to said petitioner as the person entitled thereto.
