THE PHE-EMPTION JLAW
1. The. settler must never before have had'
the benefit of pre-emption under the act.
2. He must not, at the time of making tho
pre-emption, ho the owner of 320 a ores of
land in any State or Territory of the United
State.-',
3. He must settle on and improve the land,
in good faith, for his otvn exclusive use and
benefit, and not with the intention of selling
it on speculation and must not make, directly
ov indirectly, nay contact or agreement, in
any way or manner, with any person or per
sons, by which the title whieJi he may acquire
of the United StateB should enure.'i whole
or in part, to the benefit of
himself.
4. Ho must bo twenty-one years of age and
a citizen of the United States or if a for
eigner, he must' have declared his intention
to become a citizen, before the proper author
ity, u] receive a certificate r-.i that effect.
6. He must build a house ou the land, live
in it, and make it his exclusive home and
must be an inhabitant of the same nr the time
of making applications for pre-emption. (J]}\

nearest, neighbor, but the same is now required
of a single as a married man, except that if
the settler is married, his family must also
ive in the house.)

cation, setting forth the facts to his case of the

with a certificate appended, to be signed by
the register and receiver, and make affidavit
to the same.
10. He is also required to bring with him 0
respectable witness of his acquaintance, who
is knowing to the fact of his settlement, th
make affidavit to the 4th, 5th, 6th, 7th and Ste
acquirement'-: here mentioned, with the same
set forth on paper, with a corresponding blank
certificate attached, to be signed by the land
officers.
11. The pre-emptor, if a foreigner, must
bring with him to the land oiTice, duplicates
of his naturalization papers, duly signed by
the official from whom they were received.
A minor who the head of a family, or a
widow, may also pre-empt, their families being
required to live on the land.
The settler is required to file a written de
claratory statement of the -intention to pre
empt, before he can proceed with his pre-emp
tion.
Ff.Ks—1st. The fee required by the regis
ter, for filling a declaratory statement, is one
dollar.
2d. For granting a pre-emption the register
and receiver can receive fifty corns.

Eastern exchanges, while a large spice will
be devoted to giving Eastern readers correct
information about the great North-West. In
this department, we expect the asslstunce of
several hundred local reporters?, farmers and
their wives, Red River traders, lumbermen,
land agents, surveyors, hunters &c men and
women who dwell in the land, walk up and
dowi and go to and fro in if but we will
use all possible dilligence in making personal
observations and not mislead our readers by
ialse or exaggerated reports.
On all moral and political questions the Vis
iter, will to deal fairly by those who dif
fer with it but the editorial department will
never represent anything but the convictions
of the editor. Consequently, its creed will be.
1st. The Divine law is the Supreme law in
all lands created by its author.
2d. All men are created free and equal in
their right to life, liberty and the pursut of
happiness.
3d. The Bible, and the Constitution of the
United States arc anti-slavery ami human
chattledom is unconstitutional in any associa
tion professing to receive either as fundamen
tal laws.
4th. Paying taxes is as unwomanly, as vo
ting and is a privilig which should be exclu
sively confined fco "wife male citizens, of this
and other countrie," until women share with
them the responsibility of saying what use
shall be made of the fund they are required to
contribute to the public treasury.

Power Company sold, conveyed and confirmed
unto the said Pcrren Getchell, his heirs and as

Stearns county in the State, (then territory)

town of Winnebago, and running from thence
northerly, on rock street to the north west cor
ner of said Liock fifty two (62): thence on the
north line of said Block, to the Mississippi riv
er thence down said river to Bridge Street:

house standing on said Block together with
all and singular the privileges and appurtenan-
ces thereto belonging, to secure t.) the said
Perren Getchell his heirs or assigns, the pay
ment of Three hundred ninety'dollars cud sixty
eight cents ($390,68 cts) and interest thereon
at the rate of three per cent per month until
paid, according to the conditions of one promis
sory note bearing even date with said indenture
of Mortgage, made and executed by the said
Winnebago Water Company to the said Perren
Getchell while said mortgage contains a powei
of sale, and was duly recorded in the officc.of
the Register of Deeds for said Stearns County.

There is chimed to be due, and Is due on said

Jnly 14th'1858 and no suit nor proceeding at
law has been had nor instituted to recover the
sum claimed on said mortage nor any por
tion thereof and by reason of the default made

by the Winnebago Water Power Company, to
fl. S. Hurd of Hennepin County Minnesota,
whereby and by the terms of which, the said
Water Power Company sold, conveyed and
confirmed unto the said H. S. Hurd, bis heirs
and assigns, the following described lands
situated iu-Stoarns County in the Territoryfnow
State) of Minnesota, viz: "Beginninc at the

Hundred Eighty Seven dollars and twenty two
c.euts($lS87 and 22 cents) and interest thereon
at the rate of three per cent per month until
office of the Register of Deeds for said Stearns
County, on (tic 22d day of October 1857, in
