body. It makes an appropriation
of the public money to be expend
ed among the several states, ac
cording to the degree of illiteracy
among them severally, of about
877,000,000, for the benefit of com
mon school education. The amount
to be distributed will be : For the
first year, SS.000,000; for the sec
ond, $10,000,000; for the third,
$15,000,000, and then is will bo di
minished at the rate of $2,000,000
annually, until the cud of the
eighth year it will be discontinued.
