Scencbt in tub Nbtberlasds. Tlie country is
a saturated delta like that of tbe Fo, nliile Brtipes,
Ghent, Antwerp, Amsterdam, Rotterdam, Hapne
and Utrecht, through their riTcrs, canals, sea and at
mosphere, rcsemhle Venice. Here, as at Venice,
nature has made man a colorist. Observe the differ
ent aspect of thingsaccording as you are in adrj
country like Frorence and the ncIgbborhooS of
Florence, or ou a wet plain like the Netherlands.
In the dry country the line predominates, and at
once attracts attention; the mountains cut sharp
against the sky, with their stories ol architecture of
grand and noble style, all oblccls nroieclincr ud-
ward In the limpid sir in varied prominence. Here
the low horizon is without interest, and the con
tours of objects are softened, blended and blurred
out by the imperceptible vapor with which the at
mosphere is always filled ;-that -which predominates
Is the spot. A cow pasturing, a roof In the centre
of a Held, a man (caning on a parapet appear as one
tone umong other tones. The object emerges; it
ocs not stait suddenly out of iU surroundings as if
punched out; you are struck by Its modeling, that
is to say, by the different degrees of advancing lam!.-
nonsness and the diYcrsefrradalions of melting color,
which transforms its general tint into a relief, and
gives to tbe eye a sensation of thickness. Tou
would have to pass many days In this country in
order to appreciate this subordination ol the line to
tbe spot. A blush or gray vapor is constantly rising
from tbe canals, tbe rivers, the sea, and from .the
saturated soil; a universal haze forms a soft gauze
over objects, even iu the finest weather. FJjing
scuds, like thin, half-torn whito drapery, float over
thu meadows night and morning. I have repeatedly
stood on the quays of tbe Scheldt contemplating the
broad, palcid and slightly rippled water, on which
float the dark hulks. The river shines, aud on Its
flat surface tbe bazy light reflect here and there un.
teady scintillations. Clouds ascend constantly
around tbe horizon, their pale, leaden hue and their
motionless files suggesting an army of spectres, the
spectres of the humid soil, like so many phantoms,
wajs revived and bringing back the eternal 6bow-
crs. Toward the setting1 enn they become rnddy,
hlle their corpulant masses, trelliscd all over with
gold, remind one of the damascene copes, the bro
caded elmarres and the embroidered silks with
which Jordaens and Rubens envelop their bleeding
martyrs and their sorrowful madonnas. Quite low
down on tbe sky the sun seems an enormous blaze
subsiding into smoke. On reaching Amsterdam or
Oslcnd the impression again deepens; both sea and
sky have no form; the fog aud interposed showers
leave nothing to remember but colors. The water
changes in hue every half hour now of a pale wine
tinge, now of a chalky whiteness, now yellow like
Boltcncd Mortar, now black like liquid soot, and
sometimes of a sombre purple stripped with dashes
of green. Alter a few days' experience jou find tint
in such a nature only grrdations, contrasts and har
monies, in short, the value ot tunes Is of any Import
ance. It. Talne.
Wao tiie Frasc-Tiredbs ahe, and What thet
do. The war dispatches frequently bring news of
the operations of the Franc-Tireurs In France,
against the Prussians. The following account of
these men Is given by a correspondent of the Tima:
"One thing is certain, that the Frauc-Tireurs
bare become a most important clement in this war,
not so much from tbe number of the enemy they
may kill off with pot-6hots, but from the serious In
terruption they canse to that system of tentacular
Keling-of the far-distant, surrounding country, so
to speak, which has been one of tbe essential fea
tures of this marvelous German Invasion of France.
The Uhlans, sent forward aa tdaircurt, SO, 40, 50
miles ahead, and In various directions, duly support
ed by others connecting them with the armies from
which they radiate, while severally Insignificant in
force, have been a great fact and a potent influence
in all this war. They have spread alarm In all di
rections. They have raised the qui live and minors
of the presence of the Prussians at a dozen points
when there would be really danger only on one.
They have felt their way, illuminated the whole
country around and in advance with a clearer than
the electric light, haTC prepared for the approach
where tbe approach was really to take effect, and
lave extensively requisitioned where it was not to
take effect. It has been an admirable, Ingenious and
skillful, as well as audacious system, against which
the French, in their first paralysis of disarmament
and helplessness, and want of Individual initiative,
bad nothing to oppose. H . -
"The Franc-Tireurs have grown intoagreat.se-',
