Tarn ErxAwsBir " Costa Rica " Libelled. Tha
firm of Ilaekfcld A Co., cf Honolulu, commenced two
suits yesterday in the United States District Court
against the steamship Costa Rica, to recover tha
ralae of certain merchandise. The first libel alleges
that the firm shipped on board the Costa Rica 1.690
kegs of sogar of tha value of $!1,3T5, to J. C. Merrill
A Co., raying freight thereon in the ism of f 79", 75.
The steamer, it avers, was stranded on the Cth of
September in the harbor of San Francisco, through
tha negligence of the o&eers and employes of tba
Company, and that the sogar did not reach the par
ties to whom it was consigned. They ask judgment
for $1,7:9 76.
The second libel is for tbe raise of 1.S44 kegs of

that a famine cannot te averted.
The VlrglpSus Affair.
Tha steamer Virginias bas been delivered up to tbe
American authorities at Bahia Honda, Dee. IS.
was at the latest date being towed from Key West to
Xew Tork by the Ossipee. The surriTors of her
crew were delivered up at Santiago on the ISth of
December, and were being conveyed to Xew York by
the 0. S. steamer Juniata. CapL, Braine.
liaraaa, November 30th. The news of the settle
ment of the Virginias question between Spain and the
United Statea and the terms upon which it is based, is
received here with mttch excitement. Perfect order
prevails among tha people and volunteers. The mass
of the people oppose the surrender or the Vlrginius,
or any yielding to pretensions whieh may dishonor
the Spanish flag.
December llth. Captain-General Jonvelar this
eveniog issued aa adisess to the inhabitants of Cuba,
saying'aa agreement is already issued between the
government of Spain and the United States'. My
duty, paiafal as it may be, is to comply faithfully
with its terms. For this I hare received final orders
Failure to comply with the same would produce war,
andwar with a great power, without the aid or Spain,
In the meanwhile, by the law or necessity and tha
orders of the government of tha Spanish Republic,
let us deliver up the Virginias aad the survivors or
her passengers aad crew. L hare faith in the noble
ness cryour procedures ia compliance with my word.
Xaw Tobe, December 21. -The steamer Cuba ar
rived from Havana yesterday, with interesting par
ticulars of the feeling there over the surrender of the
Virginias. An ofSccr or the Cuba waa in Haraaaon
the day or the departure or the Virginius from that
port to be released to American authorities at Bahia
llonda. lie says the pepnlaee fairly boiled with rage,
aad about 2,000 volunteers a;.-erablcJ ia front vf the
Xroavre and discussed measures for what they charac
terised an insult. The armed mob subsequently
marched in a body to the palace or Captain-General
Jourelar, who appeared and made an address stating
that he was merely earryiag out the iaslruetions of
the home government, who were responsible, lie
urged the volunteers to return to their quarters, which
they did without doing any violence.
The oScers say Jouvelar has shown aerve siaee as-
snmiag command, and seems determined to force the
volunteers into submission. Ir he does, he will
make Haraaa more safe for tbe Americans than it
has been heretofore.
It is said there are a great many liberal-minded
Spaniards ia Caba who are beginning to think seri
ously of granting Caba her independence.
