six Eprron: We who are Interested in the
coasting trade between the islands, hare become
seriouslv alarmed at tbe strong opposition on tbe
part of tbe government, as regards tbe running of
the steam coaster " Kiltuea" against private enter
prise. At tbe present time there are 40 sailinc vessels, of
a Aggregate bnrthcu of two thousand. tons, en
gaged in tb coasting service of the Hawaiian Is
laadt; three hundred men on tbe average are em
ployed ia these vessels, to whom fifty-two thousand
dollars are annually distributed as wages; whiie
one hundred and seventy thousand dollars is repre
sented by the capital permanently invested therein.
The heavy running expense which regularly accrue,
besides lb government cUrges of coasting license,
water rate, wharfage, light and general taxes,
which amount to (3.500 more, render this business
very preaariooa, aad a large portion of the fleet will
Uvc to be withdrawn Irom the service if the gov
ernment continues its strong opposition.
It may be said that aa inter island steamer i;
necessary to public convenience, and if private en
terprise laii to provide such, then tnd only then it
becomes proper for the government to assist Sow,
would it not be advisable lor the government to find
out whether private enterprise it willing to tike
hold of this business ? We have do doubt but ar
rangement could be made to hare a steamer run
OBttide of the government.
Again, the necessity of a steamer can only be said
to exist as regard the conveyance of mails and pas
senger. To carry the operation of the govern
ment service further than this, by engaging iu the
freighting basioeas, ia to perpetrate a real and in
jurious wrong agxiatt individual interest, aud
consequently against tbe general prosperity. Then
the enterprise cease to be a public blessing, and, by
competing with private business, becomes a govt ru
men! monopoly, that moat odious and oppressive
of all government interference with trade.
The indefensible principle of state monopolies it
universally recoguixed. Competition between pri
vate interests is healthy, for all are subject to the
laws of supply and demand and the varying circum
stance of trade : but competition by tbe govern- j
meet subject to no natural law, dependent upon no .
condrtioos except the amount of Legiaiative appro
priation, it fatal to private enterprise, which it
taxed to tun-port it
