ment desired tu conceal nothing it bad dune, but it
would be impossible to give a fall account without
largely using confidential communications relatire to
the opinions of other Governments, who wonld object

cations wonld prevent English diplomatists from
receiving information in future, and to submit a
multilated correspondence might mislead the Home.
The causes of dispute were liable to recur ; therefore
it was not desirable, in the interests of peace, to give
publicity to the detail! of tbe controversy. Lord
Derby then proceeded to state that persona, tbe
highest in authority in Berlin, of late openly declared
that the French array had become the source of danger
to Germany, because its magnitude showed a deter
mination on the part of France to renew tbe war ;
that Germany, in self-defense, might feel impelled
to strike the first blow to secure peace, and tbat it
was necessary that the French army be considerably
reduced. This language, repeated by German repre
sentatives here and elsewhere, created an extreme
uneasiness in France. Tbe Frenoh Government at
once disclaimed all warlike intentions. Lord Derby
said that he sincerely believed no statesman in
Franco contemplated a renewal of the war. France,
after her humiliations, naturally desired to have an
army which would give her the influence to which she
considered herself entitled. One of the difficulties
was that France was unable to conceive that the
German apprehensions were genuine They regarded
the representations made by many as a pretext for a
fresh war, and it seemed lo her Majesty's Government
there was a mutual misunderstanding which might
lead to grave consequences for Germany. Tbe step
might have been a formal request for France to dis
continue her armament, while France would probably
hasten it, and thereby confirm the suspicions of
Germany. The existence of this mutual distrust
afforded a good opportunity to offerthe friendly offices
of England, and Russia saw things in the same light,
and tbe visit of the Emperor Alexander to Berlin sup
plied means of supporting England's representations.
Lord Derby concluded by declaring Kugland had done
ber duty without sacrifice of the past, present or
prospective. She had entered into no engagement,
and made no pledges ; but ber policy of non-intervention
did not mean indifft rence to tbe peace of Europe.
