rations whose interests are most subserved by the

than folly it is a crime to beat tbe reveille, and call
the masses to arms; and yet these preparations are
making in San Francisco, and the daily press gives

It ought to call on the municipal authority to sap
press these incendiary movements at once. The or

can supply the entire demand of the United

The total amount of capital invested in the
eight London gas companies is .-'. n oOO.OOO. In
midwinter some of the large-t works have to send
as much as 17.000 000 cubic feet of g.. in the
course of a night, the gross quantity consumed
during the year being 14.000 000 000 cubic feel,
I or about 38,000,000 feet per day. To produce
this 1.500 000 tons of coal arc required, each ton
of Newcastle coal yielding on an average 10 000

who, being unable ranger to bear the acts of the de

Republic. And though he refused to fight fur tbe
Presidency or to receive it except in theconstilutional
way, it seems by tbe dispatch it wasforced upon him.
Such are the ups and downs of that Republic.

The exports of sugar from the Islands in 1875
were greater than in any previous vear. and after
viewing the foregoing figures it does not seem
probable that the production can be built up so
as to reasonably create any serious alarm. Lei
us now take the rice question. Tbe opponents
of the treaty urge thai it is possible for the Is
lands to produce 50,000.000 pounds of rice an
nually, which would seriously imperil this inter?
est at the South. Without arguing the possi
bilities uf the case let us glance ut the actual con
ditions. The total exports of Hawaiian rice have

The Hawaiian Treaty.
Tho folloring from the S. F. Chronicle, was pub
ltihcd on tbe strength of the report referred to else
where, that the treaty had been defeated. It will
how that our friends in California aro solicitous as to
tbe result, but not doubtful as to tbe beneficial opera
tion of the treat :
According to yesterday's telegraphic advices from
Washington, the Hawaiian Reciprocity treaty has
been defeated through tbe efforts and importunities of
tho rice growers and sugar manufacturers of tbe South.
If so. a great and important measure, baed upon tbe
highest considerations of national statesmanship, has
been successfully resisted upon false representations
of sectional interests. Those who are accurately pos
ted in regard to this matter are well aware that the
production of rice and sugar in the Hawaiian islands
is too insignificant to injure tbe interests that have
made common cause against the hen' v. Tbe rice and
sugar product cf the islands has been immensely ex
aggerated by the Southern opponents of the treaty :
and if tbe opposition should prove (NMMnftt. that un
fortunate result will be attained through purely politi
cal influences. Tbe view os the question taken by the
Carolina rice growers and Louisiana sugar-planters is
an exceedingly narrow one, an1 it should have had
little weight with Congress. Our trade with China
and Japan is increasing with everj year, fend it is of
prime importance to the security cf tin- trade that we
should possess precisely the kind. of influence at the
Hawaiian group that tbe treaty would secure us.
It will be a national disgrace as well as a national
loss if Congress, out of complaisance to tbe appeals
from South Carolina and Louisiana shall forego the
great beneflts which would accrue to the United States
from the ratification of the treaty.

The ablest, and according; to appearance?, the
coming man of France is GambetL. He has
lately written an important letter upon the pres
ent eitnalioo which is attracting almost ani.er'al
attention and very wide spread satisfaction. We
do not think that the eminent qualities which
characterize M. Gambetta as a politician and an
orator have aver appeared more clearly than in
this really finished composition. There are per
ceptible in it that passion for justice and liberty,
that profound faith in the destinies of democracy,
and that Republican enthusiasm which make M.
Gambetta s heartbeat in unison with that of the
people, and which are tbe secret and justification
of his influence over the masses ; and at the same
time it mast be admitted that '.his ardent demo
crat is a prudent and thoughtful politician, a man
of Government who counts realities and possibili
ties, and who. to use bis own words, knows how
to " come to terms with necessity, and not to en
danger the fate of an idea or a nation for the sake
of a theory."

know it ; but is the monarchy, which has fallen thrice
in forty jears, easier? Doubtless it depends on the
monarchial parties to Increase tbe difficulty by oppo
sition, either open or concealed ; but will they for
this reason make the monarchy possible ? No ; the
same causes exist will exist for ever. What is the
real situation to-day ? The republic is no longer a
question of principle, but a question of application.
Let France, proceeding with discernment, and guard
ing against a spirit of exclusion for all exclusive
governments are barren let France, I say, welcome
all men who have shown how to conduct themselves,
and let her guard against those who, Republicans on
the election day, will hasten on the morrow toexplain
their profession of faith by the clause which permits
