'ew Yoke. December VUUi. A cable
special from London of December the 13 th
says: At 50 o'clock this afternoon London
was startled by a terrific explosion,
causing a concussion liko that produced
by dynamite It vas beard ten miles outside
the city and the gates ol Woolwich
Arsenal were shaken by its force. An in
restigation proved that the eiplosion was
the result of an attempt to blow up Lon
don Undge. The only damage done, as
far as can be ascertained, was the des
traction of perhaps 500 worth of window
glass in warehouses on both banks of the
nver. A number of lamp-posts were
twisted into fantastic shapes and some
u a tutus Tvero KnocKxl over. The massive
granite work oftho piers was even
chipped. This fact would seem to justif v
the police theory, that the dynamite
which had been used was inclosed in a
un case and Had been thrown from the
western or upper side of the bridge. The
explosion took place on or vprv nar the
surface of the water under the center arch.
The tide was at almost the lowest point
aad there were very few boats near, two
circumstances which materiallv lessened
the danger to life and propertv." The
caused by the explosion was so
distinct and startling that for a time the
excitement in the crowded vicinitv of
Throgmorton, New Church and King
V0ham streets was intense, and for a
time almost amounted to a panic People
rushed from public houses and other
places of resort to the vicinity of King
William's statue, which faces the entrance
to the bridge, in droves, and were only
prevented from crowding on to the struct
ure itself by a cordon of policemen, which
had been formed as soon as the threatened
locality was properly located. On the
rail way bridges short distance aboie, all
becafflonfusion; trains ceased running
for thoTfcne, and general demoralization,
lasting for ten or hf teen minutes, reigned
supreme. Experts from Scotland Yard
estimate that at least fifty pounds of dynamite
must have been used to cause an
explosion so great as to smash the win
dows on both sides of the river and put
out gaslights for a space of at least a
auartcr of a mile. 'They are astounded at
le small damage done. '
Lassos, December 11th. A careful inspection
of London Bridge was made today.
Xo structural injury whatever was
done. The police have discovered nothing
likely to assist them. The heads of
the detective departments have been oon

day. The absence of any clew is paralyzing
the action of the police, who are

the buttresses, and are inclining to tho
opinion that the explosive was placed

the damage to the extraordinary air cur

President Linooln'6 Emancipation Proclamation
was issued at Washington a
copy thereof came by Telegraph to the
Boston Journal office, and on tho same
evening a meeting of Free Soilers had
assembled in Tremont Temple. While
the night editor of the Journal was en
gaged in preparing the dispatch for
transmission to the composition room.
Judge Thomas Russell entered the editorial
sanctum, all out of breath, and en
quired as to the truth of such a proclama
twn having been promulgated by the President
and was shown the dispatch sheets
on which it was written. He begged the
loan of them for a quarter of an Lour, but
this was refused as being against all rule
The Judge then seized them and ran with
all his speed from the editorial room fol
lowed by tho night editor in pursuit, but
was not caught. He reached the platform
of the Tremont Temple, interrupted the
speaking, and read the proclamation
when a scene of excitement followed
which baffled description. Some talk was
