The changes In train schedule on if the Rock Island, effective next Sun £$$ day, seem to be meeting with general Sraapproval. The Keosauqua Republican In Its Issue this week, makes the-fol lowing comment: "October 31, which is next Sunday, there will be a material change In the running arrangement of one train y^T?between Keokuk and Des Moines. The ^3^ passenger that leaves Des Moines now at 5:30 in the morning and ^„,„reaches Keosauqua at 10:37 (called 'A?,1?the down forenoon passenger) will -"'""•"come only to Bldon. Heretofore it has gone through to Keokuk, reach ing there at 1:30 p. m. In its place, however, (what may be considered the old "Dude") will be a passenger train which will make a round trip between Ottumwa and Keokuk each day, leaving Ottumwa at 6:50 In the morning, reaching Keosauqua at 8:3$ a .m., arriving at Keokuk at 11 o'clock. On return It leaves Keokuk at 4:30 In the afternoon, reaches Keosauqua at 6:30 p. m. and Ottumwa at 8:20. This gives us the same number of tralas through the county as heretofore, bow there will be only one through train to Des Moines and one through from Des Moines each day. There la no change in time of any of the passen gers except the one named. The only Inconvenience resulting from the change will be at postofflees' between Eldon and Farmington, when the Chicago and Des Moines mail will not arrive until the down evening passen ger." The Independent's Attitude. The Keosauqua Independent says: "Important changes have been made in the passenger service on the Keo kuk and Des Moines railway passing through Keosauqua. "The morning train from Des Moines which heretofore left Des Moines at 5:00 is discontinued and starts from Ottumwa at 6:60 arriving In Keosauqua at 8:35 and In Keokuk at 11:00. "The evening train leaves Keokuk at 4:30 arrives In Keoeauqca at 6:33 and In Ottumwa at 8 :t0 where it stops and returns the following morning as above stated. The morplog train from Keokuk leaves Keokuk at 7:00 arriving In Keo sauqua at 9:08, the usual time and In Des Moines at 2:49 as usual. The evening train from xjes Moines leaves there at 11:47 a. m. arriving In Keosauqua at 5:30 (no change) and in .".^Keokuk at 7:35. I "Under the new service, we have two trains to Ottumwa and two to Keokuk dally, but only one train to Des Moines and one tralg from Des Moines. "Mr. B. G. Workman, our "local agent. Informs us that he will shortly be relieved and Mr. Selgle now in ^Bonaparte will occupy this poeitlon. Mr. Workman has had other business interests in view for some time and his resignation does not come as a complete surprise. It is useless to say we are sorry to see him leave." Empress Eugenie's Landau. PHILADELPHIA, Oct. 28. The landau in which the Empress Eugenie made her escape from Paris, Sep tember 5, 1870,. following announce ment of the defeat of her husband, Napoleon III at Sedan, today was placed among the historical collections of the University of Pennsylvania. Resolution No. 1229. v" Be It Resolved by the City Council of the City of Keokuk, that after full consideration of the schedule of assessments and the accompanying plat showing the assessments proposed to be made for the cost of the paving and curbing constructed on Sixteenth street, from the south line Of High to the north line of Franklin streets, filed in the office of the City -Glerk on the 24h day of September, 1915, of the filing of which notice has been pub lished and posted, as required by law, and after full consideration, appraise ment and apportionment of the special benefits conferred upon the property shown in said schedule and plat by the said Improvement, this council finds, that the said property is especially benefited by the said improvement in the amounts shown on said schdule, and that the said amounts are in pro portion to the special benefits conferred upon the property by said improve ment, and are not in excess of such benefits, and are not In excess of 25 per cent of the actual value of the lots, parts of lots, and parcels of groonl shown In said schedule and Be It Further Resolved, That the said Schedule of assessments and the accompanying plat be, and the same are hereby approved and that there be and is hereby assessed and levied as a special tax against and upon each of the lots and parcels of land described In said schedule, and the owner or owners thereof liable to assessment for the cost of the same, the respective sums expressed in figures set opposite to each of the same on account of .the cost of the construction of the said improvement and the said assessments against the said lots, parts of lots and parcels of land are hereby declared to be in proportion to the special benefits conferred upon the said property by said Improvement, and not in excess thereof, and not In excess of 26 per cent of the actual value thereof. ... SANDBERG, City Clerk., Whereas, There have been heretofore levied 'by this council against each privately owned lot or parcel of ground abutting upon or adjacent to said improvement, according to area, so as to include onerhalf of the privately owned property between the street so improved and the next street, whether such privately owned property abut on said street or not but in no cfise in cluding privately owned property situated more than three hundred (300) fe«t from the street so improved, special assessments to the amount of 264.06, as shown in the schedule jow on .file in the office of the City Clerk, which salrl assessments were levied on the 27th day of September, 1915. Therefore, Be It Resolved, By the City Council of the City of Keokuk, that there be Issued by the City of Keokuk, street Improvement certificates' to the total amount of $6,264.06. One certificate shall be issued for each and every separate piece of property assessed, as shown-on said schedule, whtctt certificate shall be for the ataount of the special taxes assessed against such property, and the certificates shall be numbered from 927 to 972, inclusive. Such certificates shall transfer to the bearer all the right and Interest of the city in such assessments, and shall be in the form provided by the laws ot Iowa and the ordinances of the City of Keokuk. Be It Further Resolved, That the Mayor and City Clerk be, and they are hereby, instructed to execute said certificates, and when so executed that they be placed on file in the office of the City Clerk for a period .of thirty days from and after the date of the making of the said assessment, to-wit: the 19th day of November, 1015, to the end that the owner of any lot or parcel of land, against which an assessment has been made, may, within said time promise and agree in writing endorsed on said certificate, or in a separate agreement, that in consideration of having the right to pay his assessment in installments he "will not make any objection of illegality or irregularity as to the assessment or levy of said tax upon and against his property, and will pay said assessment with Interest thereon. Be It Furthtr Resolved, That at the expiration of said Period of thirty days, the City Clerk be, and he is hereby instructed to deliver said certificates to Cameron, Joyce & Company, the contractors for the said Improvement, ana to take his receipt therefor, said certificates to be delivered to the contractor In payment of so much of the cost of the construction of paving and curbing on Sixteenth street from the south line of High to the north line of Franklin as is represented by said certificates. Whereas, There have heretofore been presented to this Council an assess ment list of the city marshal for weed cutting, and the city engineer and su perintendent of Streets and Public Improvement for the expense of repairs and construction of temporary and permanent sidewalks, also for shoveling snow from the first day of January 1914, to the 5th day of October, 1916, and Whereas, The said assessment lists have been examined and approved by this council as proposed assessments for the said weed cutting, snow shoveling and temporary and permanent sidewalks, and Whereas, The City Clerk has, as required by law, given notice of the pro posed assessment, said notices having been given more than ten days prior to this date, and Whereas, The said City Council upon examination and due considera tion found that the said assessment lists, with description of the lots and parcels ot land and the owners thereof, and the amount of said special taxes assessable against such lots and parcels of land, be true and correct. j. v/a 327.82 1 S. Whereas, On the 20th day of July, 1915, the City of Keokuk did enter into contract with Cameron, Joyce & Company for the improvement of Sixteenth street from the south line of High to the north line of Franklin-streets by paving with concrete and curbing with cement, In the manner Provided in said contract and Whereas, The said Cameron, Joyce & Company, contractors, have fully completed the said work, in accordance with the terms of its contract, and the said •Work has been duly accepted by this council as fully complying with the terms, conditions and requirements of the said contract, and the plans and specifications thereto attached and' Hi" •r?-"' WhereaB.
