To the City Council of the City of Saint Paul: The Board of Public Works have had under consideration the resolution or order of the City Council, approved May 10, 1878, relative to the construction of a sewer on Tenth street, from Jackson street to Broad-way street, and having investigated the proposed improvement respectfully report that said improvement is necessary and proper and that the estimated expense thereof is $3,400, one-half of which is not necessary to be paid into the City Treasury before the contract is let, and real estate to be assessed therefor can be found benefited to the extent of the costs and ex penses necessary to be incurred thereby that said improvement is asked for by a petition of a majority of the owners of property to be assessed therefor, and we herewith send a plan or profale of said improvement, and an order for your adoption, if you desne us to make the improvement. To the Honorable the President and Common Council of the City of St. Paul* GENTLEMEN In the matter of the opening of North street from the east line of Burr street to west side of Burr street, 40 feet wide, by condemning land on the north side of North street the Board of Public Works have this day adopted the following and directed the same to be transmitted to join honorable body, to wit: "Resolved by the Boaid of Public Works, That it be recommended to the Common Coun cil to make the usual and necessary order for widening North street from the east lino of Burr street through to De Soto street, 40 feet wide, by taking the necessary land on the north side of said North btreet as the same is now laid out." On motion, the Council proceeded to elect an Alderman to fill the vacancy occasioned by the resignation of Alderman Shepard, Second District, Fourth Ward. Result On a ballot being taken Pascal Smith had 8 votes. E. E. Hughson had 2 votes. Pascal Smith, having a majority of all the votes cast, he was declared elected to fill the unexpired term of D. C. It is hereby ordered by the Common Council of the City of St. Paul: That the Board of Public Works of said City of Saint Paul, cause the following improve ments to be made, to-wit: Construct a lateral sewer on Tenth street, from a point about 50 feet easterly of Jackson street to Broadway, of brick and sewer pipe. That said Board cause said work to be let by contract, as provided by law, without one-half of the estimated cost being first paid into the City Treasury, and after said work shall be placed under contract, said Board shall proceed with out delay to assess the amount as nearly as they can ascertain the same, which will be re quired to pay the costs and necessary expenses of such improvement upon the real estate to be benefited by said improve ment, as provided by law. It being the opinion of the Council that real estate to be assessed for such improvement can be found benefited to the extent of the costs and expenses necessary to be incurred thereby. YeasAid. An Ordinance to'amend Ordinance No. 85, an Ordinance in relation to the City Work House. The Common Council of the City of St. Paul do ordain, as follows: SEC. 1. That the buildings, enclosures and yards located and erected or to be erected on Smith Park, in the First ward of the city ot St. Paul, is hereby declared to be a Work House of the city of St. Paul, as provided for in the amended charter of the city of St. Paul, approved March 5, 1874. SEC. 2. Any male offender convicted before the Municipal Judge of any offence subjecting such person or persons to imprisonment, under the charter and ordinances of said city, may be sentenced to imprisonment in said workhouse, to be kept at hard labor therein during the term of such imprisonment, and all persons convicted before such Judge and committed for non-rayme of a fine imposed by said Judge, may be committed to said work house, to be kept at hard labor therein during the term of such imprisonment. SEC. 3. Any persons committed under the provisions of this ordinance, for the non payment of a fine imposed by said Judge, shall be allowed while actually at work the sum of one dollar per day in payment of said fine, but in no event shall he be imprisoned for a longer time than the term for which he was commit ted. SEO. 4. Whenever any person sentenced to hard labor in said workhouse, is unruly or disobeys any of the regulations established for the management of said workhouse, or refuses to obey the order of the officer in charge of said workhouse, or refuses to work and labor in said workhouse as directed, shall on the fact being reported to the Sheriff of Ramsey county, be kept in solitary confinement and fed on bread and water only, for a period not exceeding twenty days for each offence. SEC. 6. It is hereby made the duty of the Mayor of the city of St. Paul, either to detail a member of the regular police force or to ap point a special policeman as to him may seem pioper, to take charge of said workhouse, and into whose charge and who shall have the control and custody of all male offenders convicted before the Munici pal Court, as provided in section two (2) of this ordinance, during the working hours of week days, and the Mayor, with the approval of the Committe on the Work House, is authorized to appoint such other persons as may be necessary for the proper management of said Work House.
