Kiefer and others— In regard to the Seventh street bridges, that stops should be taken to have a proper roadway over Trout brook valley, that the same may be macadamized, etc. " • Inferred to Aldermen of First and Fifth Wards, City Attorney and Engineer. From H. P. Upham and others— For the grading of East Ninth street. Accepted. (See order to Board of Publio Works to report thereon.) From Patrick Nush— For permission to take surface rock on Cherry street, that he will pay for same, etc. Referred to Committee on Streets with power to act. From H. S. Saroni— Calling attention to the faot that the lamp that \ras on the earner of Summit avenue and Grotto street has been stolen, and the lamp that was on the corner of Washington and DeLos streets, in the Sixth Ward, has been destroyed; and recommending that the lamp recently re moved from the corner of Twelfth and Cedar streets be substituted for one 61 above, and that one of the Bice Park lamps be substitu ted for tho other. Alderman Grace moved to adopt the rec ommendations by substituting a new lamp instead of using one of the Rice Park lamps. From Adam Rau — That the Common Council, on June 19, 1877, gave him permission to quarry stone on Gala avenue, in West St. Paul, and that reoently he has been stopped from so doing by the chief of police, etc., and asking permission to take the rock from the said street, which is now stripped. Renz, Esq., City Treasurer— Dear Sib: The low rate of interest now prevalent elsewhere render it impossible for backs of this city to continue to pay the rate of interest now allowed on your account, with any profit to themselves. We would therefore respectfully advise you, that alter this month, : we will credit your account with interest on daily balances, at the rate of three (3) per cent, per annum. Also, To the Honorable the President and Common Council of the City of St. Paul: Gentlemen: It is my disagreeable duty to in form you of the suspension of one of the banks of this city, and one in which, under the act of the Legislature and the action of your honora ble body in approving of the bond of said Bank, was a depository of apportion of the city funds. I have reference to ' the Farmers' and Mechanics' Bank of St.' Paul. On the 25th day of June. 1680, said bank closed its doors with $10,162 '32 of the fcndd in its vaults. I had previous to the suspension of aaid bank given a check in favor of the Sec uiid National Back of this city for the sum of $10,152.02, (being amount of said deposit, leas $10.90 May interest,) upon that bank, which check was received by the Second National Bauk as so much money, and credited therefor. Afterwards and upon presentation of Baid check to said Farmers' and Mechanics' Bank for pay ment on the 25th day ot June, payment there of was refused and the said check thereupon duly protested for non-payment, and the s >me or any part thereof has never since been paid. I respectfully cail your attention to this mat ter at this the first meeting of the Common Council of this City since the date of the above mentioned occurrences in order that you may be properly advised thereof, and that you may take such action therein as will to you seem right and proper under the circumstances of the case. Of City Attorney - To the President and Common* Coun il: Gentlemen: In reply to your resolution of the 3d day of Jane, 1880, asking for informs mation from tbe Municipal Judge, and City Attorney, in regard to the arrest of one Thomas Scott for resisting the police while in the dis charge of their duty at one of the railroad de pots of this city; as also in reply to your resolution of the 16th ultimo, calling the atten tion of the Uity Attorney to yonr resolution passed at the meeting previous, I have the honoc to say in addition to what Jud^c J. F. O'Brien, the Municipal Judge before whom the Scott case was tried, in his report to the Oom raon Council at its last meeting, that the mo tion upon tbe part of the detente for a new trial having been abandoned, Scott was this day brought before the court and sentenced to pay a fine of $20 and costs. Of City Engineer- To the City Council: : The work of the contractor for tewern in the Fifth ward is likely to be hindered by gas mains which are laid in the center of Stventh street, and also in the center of Eighth street. The Gas company will not per mit such pipes to be moved by tbe sewer con tracctor and is not willing to incur the expanse of altering them , unless expressly ord<-red by you with an agreement that the city shall pay the <xpenß?. Gas pipes ara sl-.o laid in the middle of the street in Eighth street, between Broadway Bid Temperance streets, in the line of a sewer now under contrac:, bat which has not b sen con rneneed. Sewer on Eighth and Cedar streets — To the Common Council of the City of St. Paul: The Board of Public Works have under con sideration the resolution or order of the Com mon Council, approved June 16, 1880, relative to the construction of a sewer on Eighth street from the center of Cedar street t» a connection with the Minnesota stieet sewer, and on Cedar street from the center of Ninth street, to a con nection with Eighth street sewer, and having investigated the proposed improvement, re spectfully report that said improvement is necessary and proper, that the estimated ex pense thereof is $1,400, one-half of which should not be paid into the City Treasury be fore the contract is let, the same being neces sary for sanitary reasuns; that real estate to be assessed therefor can be found benefited to the extent of the damages, cobls and expensea ne cessary to be incurred thereby ; that said im provement is not asked for by a petition of a majority of tho owners of property to be as sessed therefor, bat we herewith send a plan 'or profile of s*id improvement, and an order for your adoption, if yon desice us to make the improvement. Also, Street opening and extension, Sixth ward — The Board present a report, with plan or profile, and an order for adoption by the Council if they desire the improvement, re lating to the opening and extension of a street from the west end of Oliver street in the Sixth ward, along the edge of Bluff, to the line of Cherokee avenue, etc Referred to Committee on Streets. Also, Sewer on Minnesota and Eleventh streets — The Board present a plan or profile and an order for adoption by the Council it they d* sire the improvement, relating to the con struction of a sewer on Minnesota Rtreot from Ninth to Eleventh street and on Elev enth street from Minnesota street to a point fifty feet east of Cedar street. Also, Awarding contract — Report awarding Daniel Mullen the con tract for grading Fort street from Erie street to Oneida street, he being the lowest reliable and responsible bidder therefor. Also, Grading of De Bow street — The Board return tbe order of the Coun cil in relation to the grading of De Bow street, with a communication of the City Engineer showing that before an attempt is made to execute said order the street, should be opened and straightened, etc. lloferred to Committee on Streets and Aldermen of Fifth Ward. Also, Alley grading, block 31, St. Paul proper— To the Honorable the President and Common Council of the City ot St. Paul: Gentlemen : It having been made to appear to the Board of Public Works that in carrying out the contract of Michael Clonan with the City for the grading of the alley in block 31, St. Paul proper, unforeseen obstacles have been met with, by reason of, certain retaining wails having been found necessary, and that eaid walls will materially increu.Be the cost of said grading, thi said Board respectfully recom mends that said contract be rescinded so far as the uncompleted part of the work is con cerned, and that the council order the same to be relet, to include said retaining walls. m Very respectfully, Official: Is. The following is the report referred to; To the Common Council of the City of Saiut Paul: The Board of Pablic Work 3 have had under consideration the resolution or order of the Common Council, approved May 20th, 1880, relative to the opening and extension of Til ion street, from St. Peter street t.> Rice street, in a straight line, avid having investigated the proposed improvement, respectfully report that said improvement is necessary and proper, but not in a straight line, that the estimated ex pense thereof is $650; that real estate to be assessed therefor can be found benefited to the extent of the damages, costs md expenses nec essary to be incurred thereby; that said im provement is not asked for by a petition of a majority of the owners of "property to ba as sessed therefor, but we herewith send a plan of said improvement, and an order for your adoption, if you desire us to make the im provement. Cornish, Chairman — Effi ciency of Fire Department — To the Common Council of the City of St. Paul: Tne Special Committee on Fire Department report as follows: This comtniuee was appointed at a time when, from the current of public comment, it seemed necessary that ths efficiency of the Fire Department -hnuld be increased, and that the expense necessary in that direction would be willingly borne by the city. It is conceded that St. Paul has out irro *n its provisions f -)r extinguishing fires, in the extent of its improved territory, if not also in the dimensions of its buildings, and it is of the highest importance that the department should be at once increased in strength sufficient to meet these new conditions. This Committee has conferred with the Standing Committee on Fire Department, and believe that the recommendations of that Com mittee as to increase in men, the appointment of foremen of hose at full pay, and tha pur chase of a new supply of hose, no more than cover the needs of the existing force. We believe further, that the protection Irons fires should be extended so far ;n possible to the very valuable portions of the city now entirely unprotected; and after examining the various methods pro posed, recommend that the water supply for fires be increased by the building of additional cisterns — three on St. Anthony's Hill, one in the vicinity of Western and University avenue; one in Bice's Second Addition, and two in the Sixth ward. The water supply for the cisterns in the Fourth ward to be furnished from a well to hi operated by a windmill, the cisterns to be connected by a permanent pipe, or filled one from another by engines. Also, that an engine and hose cart be placed on St. Anthony Hill, and that a third class en gine be purchased for that purpose, and that the necessary engine house and appliances be provided in that locality. These reoommendatiens are within the limit of what is absolutely necessary, and the reason* are apparent without being stated. Tbe ex pense must be met as one of the conditions of the city's growth.
