From his Honor the Mayor: To the Honorable the President and Common Council of the City of St. Paul: My attention has been called repeatedly to the bad condition of the roof of the new Market house, it being represented that it is leakey all o?er, and if not thoroughly repaired or renewed great damage will result to the inter ior walls of the building, much greater indeed than tbe cost of a new and perfect roof. The pre» roof must have be en very imperfect when tirst put up, as it is said to have leaked from the beginning. .; t Whether the fault is with the wry respectable firm who furnished the material and did the work I do not pretend to say, but I am willing to risk the remark that whoever originated, performed, inspected or approved of the work, could not have valued reputation very highly. I respectfully recommend that the building be immediately protected by a good roof be ing placed thereon, or the present one thor oughly repaired. Edmund Rice, October 4, 188 L Mayor. Baroni in relation to the manner he had lighted the city with oil and giving the reason ■why the city had been so poorly lighted for the past month or two. Referred to the Committee on gas. _ The following communication from John W. Roche, Esq., City Comptroller, viz: To the Honorable the Pr«?i'ient and Common Council of the city of St Paul. Gentlemen: The commissioners of the in terest and sinking fund, and committees of Ways and Means and taxes, iv connection with the committee on taxes of the Chamber of Commerce. At a meeting held on the 'Si inst. to consider the tux levy for the year 1881, re spectively recommend the adoption of the at tached resolution by your honorable body. Very respectively, John W. Roche, City Comptroller. "Was read and accepted, and the resolu tion accompanying the same, fixing the amount of the tax levy for the year, ISBI, was adopted. (See resolutions.) Communication from Michael Clonan, asking that his claim for work done on alley, in block 31, St. Paul Proper, might be adjusted and paid. Referred to Committee on Claims and City Attorney. Communication from R. O. Strong, Chief Engineer, Fire Deparment, trans mill resignation of M. R. Murnane, ashoscman, and asking that the same might be accepted. The resignation of Mr. Murnane was accepted, and the communication of the Engineer ordered placed on file. Communication from D. H. Valentine, and eighteen others, asking that Brew 6ter avenue mia;ht be opened and ex tended its present width through Ewing" & Chute's addition to Bluff street. Referred to the Board of Public Works. AID TO MICHIGAN SUFFERERS. Gen. H. 11. Bibleyand John Mathies, Esq., from a committee of the Chamber of Commerce, was heard in regard to the making of an appropriation of $3,000 to aid the sufferers in Michigan by the re cent tires. After some discussion the whole matter was referred to the Com mittee on Ways and Means. Bids for the construction of Drains and Area Walls around the New Market House. Warnc Bros. & Co. — For excavating to proper depth and width for entire length of work, remov ing and replacing all steps, coping and walls disturbed, extending down spouts and refilling over drain for the sum of $900. Two inch drill holes and tunnel to con nect, $25 Flag covers, $15 each. Gutter cut in 12-inch bed, 70 cents per lineal foot. Brick work, $25 per thousand. Concrete, $•"> per cublic yard. ■ Breen and Young — For excavating proper depth, etc., etc., $1,700. Drill holes, etc., $40. Flag covers, etc. , $15 each. Gutter cut, etc. 65 cents per lineal foot. Brick work, $25 per thousand. Concrete, $5 per cubic yard. Warne Bros. & Stockton being the low est bidders, on motion the contract was awarded to them, and the City Attorney instructed to draw the contract and have the proper city officers execute the same. Bids for lighting the city with oil, nap tha, or such other acceptable substitutes as the council may deem proper — Northwestern Globe Gas Light Com pany, $27 for each lamp per year. New posts and lanterns, same style as in use, $6 each. Cedar posts, turned, $9 each. Robert Seeger, $2.16% per month per lain]). New posts, same as in use, $6.50 each. Bids referred to Committee on Gas and Water. Frank Wilzbacher submitted a bid for renting Como Park for three years, at a rental of $000 per year, and keep fences m good repair, the offer excluding the forty acres now appropriated for a Work house. Bid refrrrcd to Cammittee on Parks. FltOM BOARD OF rUBLIC WORKS. Contract awarded. The hoard of public work? report that they have awarded Beyer and Lux the contract for the grading of Dale street from Como avenue to the north Hnr of section 25 and 26 t»wn 24 range 23, they being the lowest reliable and responsible bidders therfore, amount of bid $2,187.90. Awards approved by the following vote; Teas, Robert, Grace, Otis, Cornish, Griggs, Trooi, Btarkey, McCarthy and Mr. President —9. The board transmitted the following resolutions : Whrrbas, John Clonan, contractor for the grating of Maria avenue, from North to Chi rry street, has failed to proceed with Buffi ii. "t force <>f men and material to ensure the completion of said contract within the time named in ttaeeontract, therefore Resolved, By the Board of Public Works, that the Engineer of said Board be and is here by instructed to tike charge of said work and employ men and material to complete eaid work without unnecessary delay. Resolved, That tlic Council be requested to appropriate the sum of $1,500, to be used in the prosecution of the (trading of Maria av enue, from North to Ctierry street, the said griding having been taken charge of by the City Engineer, under the direction of the Board of Public Works. An appropriation of $1,500 was made as requested. (See resolution.) Pay roll of street force for the month of September, I S< l, amounting to $2,213. 54 was allowed and reterred to the comprtol ler by the following vote: V '--Aid. The City Engineer submitted estimate No. 2 for \vork~done on the Fourth Ward Engine House by Heathcok, Wesnom & Co., amounting "to $418, which was al lowed and referred to the Comptroller ny the following vote, viz.: Teas— -Aid. Robert, Grace, Otis, Cornish, 'o-ijrfef!, Trott, Starkey, McCarthy*, and Mr. PresiJeut— l». The City Engineer submitted a com munication to the effect that the work to be done by the several railroads in the construction of a roadway under Fourth street, was nearing completion, and ask ing that the City Clerk be instructed to advertise for bids for the construction of a bridge over Trout Brook, according to plans to be furnished. The communication was accepted, and the necessary order given. (See reselu tion.) The City Attorney presented draft of contract for the putting in of abutments for bridge on Fourth street, at crossing of Trout Brook, in accordance with an order of the Common Council of April 20, 188 L This contract was to correct an error in one executed on the 2d day of July, 1881. Contract appro vpcl and the proper city officers instructed to execute the same. Estimate No. 1; For work done on Fourth street bridge, Johu Youngren, contractor. Amount $810.91. The Committee on Gas and Water make the following report in rela tion to the manner in which the contrac. tor for lighting the city with oil was per forming his contract. To the Honorable, the President, and Com mon Council of the City of St Paul: Gextkbmen: The Committee on Gis uml Water, to whom was assigned the duty of an enquiry into the manner iv which Mr. Baton! was lighting the city with oil lamps under his contract. Your committee regret that it is impossible for them to report, other than that Mr. Saroni has either \irtua)ly abandoned the perfwrm ance of his contract, or that his employees are doiug their work so inefficiently in takiug care of the lamps, aud lighting them, as to practically amount to the same thing. The complaints which are daily reaching your committee, in f:ic". every member of the city government, iv regard to ttie outs or lampa giving such a poor light as practically amount to an "out," satisfy your committee beyond doubt that Mr. Saroni's contract should terminate without any further delay. This matter came before your committee some weeks since, aud as Mr. Saroui'scon tract was near at an .end, (Novemt>er3 , IPSI ,) ihey thoueht it would be belter to let the mutter rest until the expiration ot his contract, but when your committee became idvi.-e.l that 749 outs had bren reported for Seiiteuibr r, and those that were lighted gave such an indifferent light as to be almost use less, and the public insisting that the public moupy was being squandered iv pajmenl for what they were not getting, they felt as if they could not any longer delay action. Your Committee therefore recommend that tbe Saroni contract for lighting the city be declared terminated, and that notice be served upon Mr. Saroni, that from and after the adoption of this report no further payments will be made for or ou account of Mid contract, and that arrangements be made* with whoso ever may be awarded the contract for lightioe the City for the ensuing year; to commence lighting tie city without delay. Ordinance to change the name of Green street to that of Gartieid, waß referred to the Committee on Ordinances. A resolution to draw an order in favor of Chief of Police for $100 contingent fund, was referred to Committee on Police. An order for the openinc and extension of an alley twelve feet wide through block four, Bazille & Guerins addition from Tenth street to Exchange Btre* t. Referred to Committee on Streets. The Committee on Gas and Water sub mitted the following report on the reso lution of Aid. The annual report spoke favorably of the advancement /in educational matters in the south and reviewed at length the work accomplished. \ Great and gratifying as had been the progress both in public senti ment and the educational . system, - the report said it must not be concluded that free schools were established beyond the possibility of re peal or destruction. The instruction of the board to apply a greater portion of the income of the fund hereafter to the education ,of teachers for public schools has met with gen eral and . decided approval.
