Frank Brewer, J. C Pkendekgast, £. B. Bikgb. Majority re port — St. Paul, Dec. 5, 1881. To the Honorable, Common Council of the cily of St. Paul. Gentlemen: Your committee, appointed for the purpose of testing, examining anrt re porting on" ike engines wou.d respectfully submit the following report: We deem it unnecessary to burden this re port and eHcraach upon your time by a formal account of the place of holding and circum stances of tte trial as the ci.uncil are, doubt less, already, well informed in regard to those particulars. Your committee held a meeting November 28, the day oreceeding the test, with Mi 1 . Brewer in the" chair, and elected ffi. T. Osborne chairman and C. T. Corning secretary, tindap pointed M. W. Jones clerk Mr Osborn* then requested Mr. Biewrr to remain in the chair, and the cotntni tee proceeded to make such arrangements in regard to carry ng out the printed lint of te^ts as the limited time would admit. In this we were ab'y and promptly assisted by the vurio s mmbers of the fire ceptrtment, especially Chief Engineer Stiong. The fist test: To raise steam from old water, and to throw 150 fee, through 150 feet tmse, lv inch smooth Dozzli-; was won by and awarded to the Sil.-ny eng me. The S-cond Test— To play through 600 feet ho»e, 1% inct smooth liozz'e, ten horns w tli out shutting i>ft; was won by and awarded to the Sil.-by engine. The Third Test— Play through two lines, 250 feet each, to a two- waj -Siamese, with 50 feet leading ho c, "making four stream-," % inch smooih nozzle, time to play thirty mm utes; was won by and awarded to the Silsby engine. The Fourth Test— Play through 1,000 feet hose, lM in^'h smooth nozzle, vertical stream, time to ulay tairty minutes; was won by and awarded" to th ■ Silshy engine. The Fifth Tist— Play through 150 feet hose, 1% inchsmocth nozzle, time to play thirty minutes; was won by and awarded to the Silshy engine. The Sixth Test— flay through two lines 150 feet each, lji inch smooth nozz'e, time to play thirty minutes;- was won by and awarded 10 the La France engine. The Seven h Te*t— Play through 1,000 feet hose, IX inch nozzle, horizontal stream, time to play thirty minutes; was wou by and award ed to the Silftby engine. The first st 3am was awarded to the La France engine To save tim*, the seventh test was, by mu tual cousent, allowed to follow the lourth test, and the 'lime to play" in the fifth and sixth test shot tened to fifteen minutes each. The full details of the test appear in the ac companying n cord. It is but jus' ice to say that in the test for first water at toe nozzle, raising Kteamfrona cold wa'er, th ; engineer of the La France en gine was misl' d in regard to the raising of steam, by a clogged guage, which fact, in ti.e opinion of your committee, placed him at a disadvantage i l the test Thi* irregularity made it n^cessiry to substitute another guage in its place. In the opinion of this committee the stream thrown by the La France engii c within its limits was the more solid and compact of 'he two. Owing to thJ limited time of this commit tee before the t^s's in which to arrange de tails, the quantity of oil used by the two en gine.-, was not accurately recorded. There is al?o some doubt as to the quantity of co; il used especially by the La France, as alo id of coal was delivered to an i one load taken away from said eigine, th weight of which is unknown to 'his commit tee. But as mar as can b* ascertained tne Lt France burned 14,000 pounds for the whole test and the Si sby 8.7U0 pounds. A large portion of this extra amount t>f coal burned by the La France machine was Used by trying to make a kinall machine do the sam« work that a large one was doing, and also dunng a iarte portion of the forenoon of the first and afternoon of the second day (he La France was blowing off steam as o>i ac count of the small suction and height above the water, it could not get water euough or its full capacity. The Silsby on the contrary kept its pressure down and ran for economy as well as re-tl's, blowing from its saiety valve bnt once and then for a lew moments only. Ou the comjletion of Ihe printed tests there utill remained -he work of examin'ng the con struction of th; two machin-o, and how t cv came out of the trial. Accordingly' Messrs. Osborne, Prendergast, Corning, Birge. McAfee and Graw were appointed as a s-üb-couimittee to vifit the two s^amers, examine them and re uort upon their mechanical consir-ic'ion, probable dv ability and characteristic oints.
