It^would be ungracious now to advise this^comely youth t^ ^tarry in .lericho until^your beard be grown;^ rather we would^say to the city to the westward, ^All^things come to him that waits. Kveryconsideration pointed from the^first to II^lena as the temporary seat of^gowTuui.-iit. This is the railroad center^atf Montana, if there is one. Here is, as^near as may be, the center of popula^^tion at the prese-.it time. There are bet-^t^r accommodations here for the enter-^tainnietit of those whose business takes^them to the capital than are to be found^elsewhere in the state. Here can In^^found rooms better suited for legisla^^tive aud judicial uses than are to be^found in any of the cities that aspin-d^to the houor. The delegates have acted^wisely iu voting that the temporary^seat of government shall be at Helena. aletter from San River to Fort Benton^or Helena by the combined stage and^railway route than was formerly occu^^pied in transmission in all-stage lines,^the gentleman who is nominally at the^head of the postoffice department is up to^the neck it a controversy with the pres^^ident of the Western Union Telegraph^company over the rate that shall be^charged for government telegraphic^messages. It Is true the people will^never have a realization of whether the^rate Is one cent or one mill a word for^telegraphing, while they are made pain^^fully conscious, through personal in^^convenience, of every imperfection in^the mail service; but they must remem^^ber that a great show of retrenchment^can be made in the alleged controversy^with the telegraph company, while^mnch hard work of which the people^know nothing would have to be put into^the building up of the mail service. In^the department at Washington more at^tention Is being given to the removal of^democratic postmasters and railway^mail clerks than to the legitimate needs^of the service. It is time the Wanamaker-^' iarkson combination awoke to the real^^ization of the duty it owes the people.^Between the bnncomb of the chief and^the partisanship of the subordinate the^real interests of the postoffice depart^^ment are made to suffer severely. RecentNew York papers state that it^is proposed by the postmaster general to^abolish what is known there as the^supplementary mail service, by which^late night collections from the street^boxes are ^ or ted and those letters that^are addressed to foreign countries are^c i h v eyed to the steamers that are to^sail before the regular vans begin their^trips. The suspension, while it would^result in some saving, would cause a^^ nous delay in the transmission of let^^ters, often of vast importance. In short,^the value of the supplementary service^is above and beyond the few dollars of^expense of its maintenance. Its pro^^posed suspension is of a piece with the^policy which would make of that de^^partment of the government which^most closely affects the people of the^whole country a mere partisan imple^^ment or a cheap bazaar. capitalaway from Helena. Theregistration for the election of^Oct. 1 will begin on Thursday of this^week and continue during the ensuing^twenty days. Citizens who will be en^^titled to vote at the election for state of-^ticers and upon the adoption or rejection^f the constitution now being framed^must be able to swear: ^That I am a^ettMB of the I uited states, or that I^have declared in v intention to become a^citizen of the Tnited States, that I am^of the age of twenty-one years, and will^have actually, and not constructively,^l^een a bona fide resident in Montana six^months, and in the county thirty days,^next preceding the day of the next en^^duing election, and that I am not regis^^tered elsewhere in Montana for this^electoral year.^ Without iegistration it^will be impossible to vote, and there^^fore citizens who wish to take part in^the first election of state officers of Mon^^tana should present themselves at the^registration office in their respective^districts and see that their names are^properly enrolled. Jekff.iisomansimplicity is having a^hard time of it in the Harrison adminis^^tration. Kor the first time in the history^of the presidential office its incumbent^is accompanied in his travels about the^land ^on pleasure bent^ by a military^aide in full uniform. Such an officer, in^the person of Lieut. Johnson, of the en^^gineer corps, was detailed to accompany^the president on his trip to New York to^altend the constitution centennial In^April, and Lieut. Col. Mansfield acts as^^special aide^ to the president on his^visit to the New England coast at the^present time. Till,t i:\it n nu lilts.^The organ of one faction of the repub^^lican party in Montana proclaims that^it is going to turn its back on the pres^eut aud conduct its campaign on the^issue of the Mills bill. Thiswas to be expected. Not being^able successfully to defend the adminis^^tration of Benjamin Harrison, which is^now on trial, his personal organ pro^^poses to ignore the broken pledges and^scandalous appointments of the presi^^dent, the debasement of the civil service^to serve personal ends, and the corrup-^tioa that has attacked every department^of the government like a dry rot, and^shut its eyes to everything that has hap^^pened in the past year. Itwill U silent about the tariff bill^passed by the republican senate as a sub^^stitute for the Mills bill; it will say^nothing about the copper duty or the^silver question, or the failure of the^republican party to protect the lead in^^terest. It will simply stick its head in^the sand and yell ^Mills bill!^ whenever^it sees an awkward interrogation or^live issue approaching it. Wewarned the young editor when he^began that he would find the task of con^dncting a personal organ anything but^pleasant, but we did not think he would^b^ shut off so soou. We had looked for^^ward to many a pleasant discussion with^him on new and pressing questions of^the time, on the events of this year, and^even the current month. Such friendly^controversy with a mind so bright and^fertile would have been an intellectual^delight. But, alas! it is not to be. The^orders have come from Paris; the glim^has been doused, and oat of the Cim^^merian gloom the only answer that^comes to our vain calls for light is ^Mills^bilir ^Mills bill! Butwe haven't heard from the organs^of the other three-fourths of the repub^^lican party vet. Perhaps they won't run^away from a defense of the Harrison ad^^ministration'. I'lli.heare Indications of a revival of the^boom in southern California. The papers^in that section are publishing statements to^the effect that the orange groves are yield^^ing at the rate of SHOO to S*00 an acre. No^record is kept of those groves that yield up^their owners to their creditors. TbeotiokiRoosevelt, of the civil ser^^vice commission, left Washington last^week for Montana. He earned two guns^when he reached the depot and set out on^his journey for the west This fact will^be of special Interest to democratic post-^uiaster* in Montana. TheNew York Herald note* this curious^anomaly of the Harrison administration:^' Corporal Tanner ia lying awake o'nigbts^trying to distribute the surplus and Mr^Wanamaker proposes to economize by cut^^ting off the necessaries of business life and^render the postal service insufficient. Weare pained to note signs of ill feeling^between the Butte Inter Mountain and the^Helena Journal. We infer that the great^debate on the copper tariff between those^able newspapers is to begin soon.
