Though the argu^^ment ran 1m^ made that the live stock^and farming Interests pay the taxes^while the mining Interests escape that^burden. It will have little avail as long^as those Interests have the votes of the^legislature. The live stock men and^farmers ^get the worst of It^ but they^have to take It.
Therehas been some speculation as^to the kind of a MM that could be get^through the legislature, and one has^been submitted which Is so be Intro,^dueed before the legislatures .'f Mon^^tana, Wyoming. North and South l^a^kota. this winter, after suggestions, cor^^rections, annotations and advice of^st;K knien has been received.
Thebill was prepured, in the rough,^hy H. M Allen, manager of the Stand^^ard Cattle company, who has through^his Interest In the matter.started the ball^U^ rolling. Cattlemen and farmers are^asked to make any changes or sugges^^tions so that the bill when formed for^presentation to the legislatures of the^states Interested, may be found to be^uniform In working through the largest^possible area of country, and satisfac^^tory to the Interests affected.
Th-bill provides that for the pur^^pose of encouraging thp destruction of^coyotes, gray and black wolves and^mountain Hons. In the state of Mon^^tana, the boards of commissioners of^the various OOaattSfl are authorized and^requested to make payment from a^fund to be raised by special levy, for^each coyote killed. $1; for each gray or^black wolf killed, tx, lind for each^mountain Hon killed, IB. Th^ funt^from which the sums mentioned slur1^be paid as bounty shall be cn-at-d and^raised by a special levy of ten mills,^which shall be laid upon the total val^^uation of sheep and cattle. It Is in^^tended, and must he so understood, that^this special levy Khali be laid in ad^^dition to the kVJT for state and general^county purposes. The above mentioned^special levy shall be collected tor the^til st time up. in the assessment for the^year 18113, and no certificates or war^^rants Issued previous to Jan 1, 1896,^shall he paid from the fund raised by^the state levy. After Jan. 1, 1M)6. the^bounty on coyotes, wolves and moun^^tain lions killed shall be paid from th*^isald fund: and In case the said fund^shall become exhausted before a new^tax for the following year shall apply,^the certificates or warrants shall Da^paid from the tax of each succeeding^year, as soon as the tax has been col^^lected.
Afew suggestions have been made by^stockmen who have read the bill which^will Is' given to assist those In con^^sidering the matter who feel so dis^^posed.
FirstLeave the present bounty law^standing as It Is. but have an appropri^^ation mude to pay warrants issued un^^der It. Then have enacted the above^law, or one similar to It, to be In effect^und op. i live at the same time.
Ssoondamrtabill suggested Is ambig^^uous, as it does not provide an author^^ity to snake the levy. The power should^be reposed in either the board of county^commissioners of each county, or In the^state tioard.
ThirdTber* should not be such a^difference between the bounties of coy^^otes and wolves. The wild cat could^well ha cut out and the money go on^to the bounty of coyotes.
NowIs the time for the stockmen nnd^farmers to formulate their Ideas and^get them Into such shape that a united^mi . .insistent fight may lie made for^a measure of protection that is due^such lartM Interests. Everybody who is
