The Pnnncrut aaya: " We pul.Iih thiai morning the draft bill of the State. It it a complete a measure, perhap, a haa ever come from the State Oovernmen', and leaves few or none ex empt. It will be acen that whenever a loyal requisition is made volunteers are counted as forming a part of the number from each county, and the draft is made only when the number is not complete. There is yet a few days for the young men to turn out, and not only get their bounty, but save themselves from the disgrace of a draft. There is yet time for Kentucky to fill her quota, and we wish, for the honor of tho State, that she would do it. Come out, boys, now ; it will take little time to (ill up the State force. Tueitrk. An immense bill to-night' and one which onght to ensure a full house. The comedy of " Tho Serious Family," and the ever popular musical burlcttaof " Beauty and the Beast." The full strength of the company in Intth pieces ; and we guarantee all who may attend that they will not regret it. Marklakd and Postmaster Linislft succeeded in bringing through all the back mails due this place, which have been lying at Bowling-Green for some days. We have been famishing for mails for some lime, and lu the name of the public tender our sincere thanks to the mail agent and postmaster. As there is an immense mass of mat ter to distribute we.are requested to say that it will be impossible to deliver any mail until & o'clock this afternoon. Citi zens will greatly facilitate the opening of the mail by not interrupting the clerks before that hour. Humored I'lglil at Woodbury. We heard it repotted, yesterday, on apparently good authority, that Col. Mu.vnAt's regiment had quite a severe skirmish with I'obiiest'h guerrillas on last Saturday, in which the latter were completely routed. Wo hope that it is correct, and that the engagement will prove to bo something of importance. Since writing the above, we hear it confirmed by undoubted authority. Fdrkkst lost thirteen men killed and a number wounded. Federal loas, none a few wounded. Thia engagement took place on last Thursday. It is reported on what seenm to be good authority that Vobrkst, with his entire command, .was captured near Woodbury on Sa tuiday. The Federal troops, it is said, laid an ambuscade, on csch sido of a lane, and then cent out a small party who allowed themselves to be taken by FoRRKar. Theso soldiers re ported that the Federals were retreat ing, and Forreht pushed on alter them, and when he had fully entered tho lane found LiuiHelf hemmed iuon all aided, and surrendered. Our readers must take this latter story for what it is worth. The first is undoubtedly true. (.uerrlllaa at Marianne. We learn that Mouoas is raiing an infautry battallion to consist of lil'tceu hundred lueu. Hartsviiie has been the head quarters and recruiting station of Moikiam for two months past, and we think it very strange that the rebels are suffered to gather there unmolested by by the Federal troops. We learn that ItoiiERT Bennett, of Gallatin, and ex representative from .Sumner couuty, has a company in the battallion. Outrage ii ItcKalb ouuir. We are informed, by a reliable utir. n of IVKalb county, that the guerrilla are couiuiitliug all manner of depeedatious aud outrages in that region, stealing horses, pluudericg bonne, aud inflicting every character or oppressions add indig nities upou the persons of Fiiion men and women. They respect neither ao nor their sex in reMliuua orgies. They have aVtitcd a number of Fniou citizens and sent them otf to lie in the loathsome and nickly jails of the South. Tho whole county lies naked and d folate in their track. Civilized Warfatc. JtiK. Davis and Muik.an, j- ' fralrwn, pmfetis to regard it as a gross violttion of the rules of civilized, Chris tian warfare, for the Federal Government to hold rebels responsible for the robber ies of the guerrilla bands whom they feed and otherwise assist. It is all right for the guerrillas to steal and rob, but highly improper for the Government to retaliate. The following letter to the Louisville Jo'nrutl shows how this rebel code works : SociTTvn.t.r, Ai.lkx Cotntt, Kt. A., Med. Director. ruMoniziij Kchtli. The administration isbeyoud qwMe'ii shaking the confidence of (lie public in its integrity by tolerating such a state of affairs as is indicated in the following extract. We hear very bitter complaints made by loyal men about the conduct of some of its agents in thi place : T) the FJllorttf pit Lot'tfMe Jwnvil: La Grakoe, August 27, 1302. . The loyal citizens of Oldham cannot be indifferent to the course pursued by those in power, in employing agents to purchase horses, make saddles, and per form other duties for Government, and making keepers of railroad depots and" telegraph operatot soul of those avowedly disloyal. The fact is so notorious that tho oilices hereabout are almost exclusive ly given to secessionists, that the ques tion is: Does it require a tincture of treason to qualify one for office; or do the dispensers of loaves and fishes con sider all wisdom locked tip in the craws of rebels? These vampires, while suck ing the blood of w hat they call dead cor porations, are constantly imparting to the rebels information and" otherwise aiding them in their treasonable plots. The consequence is, they steal horses, cut telegraph w ires, and then cut dirt for Se cessia, to join the rebel army. And the ell or Is of loyal men to prevent such acts aro constantly thwarted through the management of these pampered puppies. The time ha come when none but true and loyal men who acknowledge the existence of tho Government should hold any office in tho Government. Es pecially, thero should be no one who is in the least suspected of disloyalty, in any place or position, through which contraband things may bo conveyed with facility to the enemy, or treasonable in formation imparted to them. UNION. From Ilip Louiivilli' HemoiTal of Hiitidnj I'lsht near Itlchniondf K jr. Wo learn from a reliable gentleman who arrived from Ixington last evening that the stage and passengers arrived at that place yesterday at noon, from Rich mond, Kentucky. He reports that the driver was the bearer of a letter from the Postmaster at Richmond, Mr. P. B. Bal lard, dated at half-past six o'clock a. m., to Dr. Todd, the Postmaster at Lexing ton, the substance of w hich is as follows: The rebels, two thousand strong, sup posed to be under Scott, appeared within three miles of Richmond, when Col. Met calfe took command of all the cavalry in and about Richmond, went out and at tacked them, driving them back and cap turing one ot their heavy Held pieces. It was reported the rebels had an infantry force of from 8.UU0 to 20,00t, and it was expected they would advance and make an attack on the town, yesterday morn ing. The driver and passcDgers report having heard heavy firing of artillery from a short time after they left, until they reached Lexington. When the train left Lexington, at 2 o'clock in tho after noon, for this city, a messenger arrived and reported that the whole rebel force had been driven back G miles, and were Still lighting and retreating. Col. Jacob's cavalry look an active part in the fight. We did not learn any particulars as to the los on ei'her side. Gen. Nelson is in command of all the forces. Later. Advices by telegraph t wo or three hours later than that by tho cars, informs us that Nelson is still driving the enemy before him, but the extent of the. casualties on either side are not given. We learn, however, that Col. Warner, of the ltfth Kentucky, was killed. A subterranean railway is now in an advanced b'tate of construction, running about four and a half miles under the city of London. The road will be hand somely lighted with gas.
