Baton Kolge. Dec. 10. The Governor in
his message to the Legislature says the occa
sion calls for grave delioeration, wise coun
sel, cool judgment, and manly action. He
r. views the pat history -of the country, re
garding the question aud notices the gradual
change of sentiment upon the question vital
to our own State interest. He reverts to the
repeated aggression on ihe part of the North
with personal liberty bill, aud the refusal to
allow the South the use of prisons. &c. He
says the election of Lincoln shows the North
ern mind to be poisoned against us by a large
majoiity, and that the No. them States show
evideuce of a univ reality of feeliug of hostil
ly to our institutions. The wise counsils of
our fathers are forgotten and the fraternal
remonstrances of tbe South, whether by indi
viduals or States, disregarded.
