Whenever any loan shall be made by virtue thereof, there shall be by force of this ordinance annually appropri ated out of the income of the corpo rate estates, and from the sum raised by taxation, a sum suflicient to par the interest ou ea!d certificates; and the further sum of three tcntbs of one per centum on the par value of Buch certificates bo Ist-ued shall be appropriated quarterly out of said income and taxes to a sinking fund, which fund and its accumulations are hereby especially pledged for the redemp tion and payment of said certificates.
