Pursuant to the thirty-ninth section of act No. 58 of the General Assembly of this State, approved April 11, 1877, in pursuance of the proclamation of the Hon. Louis A. Wiltz, Lieutenant Governor and acting Governor of the State of Louisiana, an election was held in the parish of Bienville, in this State on the third day of December, 1877, for one I1ep resentative to represent the said parish in the General Assembly of this State, o fill the vacancy occasioned by the death- of the Horn W. 8. Cockerham, late a member of the House of Representatives, at which election from the returns of the sheriff of the said parish, filed in this office, it appears that for Representative James Brice, Jr., received 336 votes. J. T. Boone received 284 votes. Daniel Batchelor received 176 votes. Therefore, it appearing that James Brice Jr., having received the highest number of votes cast for the office of Representative at said election, I do hereby declare and pro claim him duly elected Representative from the parish of Bienville to fill the vacancy oc casioned by the death of the Hon. Whilst it is our duty to defend these threatened interests to the last extremity,it is no less obliga tory upon| us to observe with scrupulous care that the rights of all are equally protected.
