army officer whose principal duty it shall be to

tion of Lieutenant Colonel H. A. Greene, the mili

NAVAL ORDNANCE OFFICER.— In the discus
sions of ehaa#aa in n ; v«: organization there is
much talk of the statement mace in his annual re
port by Rear Admiral Charles O'Neil, chief of ord
nance of the navy. That officer said he ha.. found
it was diScult to find officers trained in ordnance
duty, and as 6oon as aa officer became in a) Wed for
this work it was time to send him back to sea.
Sometimes the officer of special qualification was
ultimately available for ordnance duty, and some
times it never aateaad possible to obtain his m rvices
again. Admiral O'Neil suggested no remedy. and in
rersonally explaining his remark he said to The
Tribune representative that it was far from his
idea to establlsn a ?<*paratj ordnance corps for th»
navy. He favored rather some such plan as was
entertained by the chief of ordnance of the army—

NO MORE TEMPORARY SURGEONS.— There will
be no more contract surgeons appointed in the army,
and no more acting assistant surgeons appointed in
the Davy. 7..-rt are 100 of the former and about
twenty-five of the I tier. Those at present in the
service will continue until the •.-■:-- of their
periods of service, which are three ears in the
navy and indefinite in the army. Vacancies a3
they occur will not be filled. This is for the reason
